Job Summary

The Regional Controller (RC) is a key financial business partner supporting INSO Country Offices within a specific region. Acting as both a strategic advisor and technical referent, the RC works closely with Country Directors and Regional Directors to strengthen financial planning, forecasting, and analysis. The role also supports grant and organisational budget management, ensuring compliance with financial policies and donor requirements.

The RC plays an integral part in cross-functional regional teams (HR, Operations, Grants, Finance) and collaborates with INSO’s Headquarters Finance Operations Team, which handles accounting and reporting oversight. Working alongside other Regional Controllers, the RC helps shape INSO’s forward-looking financial processes and participates in global initiatives to improve financial systems and practices.

Key Responsibilities:

1) Field Organisations support
A. Budgeting, forecasting, and cash flow

Assist Country Offices with annual budget planning, ensuring alignment with organisational goals.
Oversee budget versus actuals (BVA) to help manage spending.
· Monitor cashflow effectively: review countries net cash position, and authorise funds requests including pre-financing requests,

B. Grant management and donor reporting

Approve donor budgets before submission, working in coordination with field teams, the HQ grants team, and RD(s).
Lead the donor reporting cycle, ensuring timely, accurate financial reports and clear explanations of variances.
C. Finance team capacity, processes, and controls

Maintain up-to-date knowledge of donor regulations, local tax/labour laws, and internal financial procedures.
In collaboration with FO, support internal and external audits by ensuring timely access to accurate financial data.
Contribute to recruitment and onboarding of Field Finance Managers, delivering training and capacity-building on-site when required.
2) Global and Regional level projects and business partnering
D. Projects and organisational development

Partner with RD(s) and HQ teams on financial modelling, simulations, and scenario planning.
Provide financial guidance during start-ups and scoping missions.
Support or lead initiatives to standardise financial planning and analysis, and contribute to financial system development.
E. Grant management

Coordinate budgeting and financial reporting for assigned regional/global grants.
Align with FO and HQ Grants on timelines and quality of reporting.
Advise on cross-regional grant realignments and ensure consistent financial tracking and reporting.

Mandatory Requirements

At least 10 years of relevant work experience in direct accounting and finance with a minimum of 3 years’ in the NGO sector;
2+ years experience in financial budgeting and forecasting processes;
Proficient in Excel and accounting systems, preferably with SUNSYSTEM and Q&A reporting tool;
Proficient with key financial concepts, in that management of P&L vs Cash flow;
Good working knowledge of main humanitarian donors’ regulations (USAID, ECHO, DFID etc);
Fluent English and French both written and spoken;
Degree in finance, business administration, management, economics or similar;
Desirable

Completed accountancy qualification (CIMA/ACCA/ACA or similar);
Knowledge of budgeting software or previous experience with rolling out budgeting tools.
Dutch language
