Position Overview:

The Technical Supervisor will provide strategic and technical leadership to the Syria Education Programme’s technical portfolio, overseeing the Education Manager and the Protection Manager. The role ensures high-quality, integrated, and evidence-based programming across education and protection, aligned with programme objectives and client requirements. The Technical Lead will work closely with the Deputy Team Lead Technical, Implementation Manager, System Strengthening Manager, and other senior staff to guarantee that interventions are technically sound, contextually appropriate, and coordinated with key stakeholders.

Principle Duties and Responsibilities (Essential Functions):

Strategic Leadership & Technical Oversight

Lead the overall technical direction for education and protection interventions within SEP.
Ensure coherence and complementarity between education and protection components, embedding cross-cutting themes such as Gender Equality and Social Inclusion (GESI), and child safeguarding
Provide guidance to managers to align activities with SEP’s results framework, theories of change, and client priorities.
Ensure technical quality through regular review of program design, implementation, and reporting.
Management & Supervision

Directly supervise the Education Manager and Protection Manager, providing regular coaching, mentorship, and performance management.
Ensure clear work planning, accountability, and delivery of technical outputs by the managers and their teams.
Promote collaboration and integration between technical and implementation teams.
Quality Assurance & Learning

Oversee development and adaptation of technical tools, training modules, and guidelines for education and protection.
Ensure activities are based on sound evidence, international standards, and contextual analysis.
Work closely with the Monitoring, Evaluation, Research, and Learning (MERL) team to review program data and generate learning for adaptive management.
Promote knowledge management and dissemination of lessons learned across SEP and with external partners.
Stakeholder Engagement & Representation

Represent SEP in technical coordination forums, including the Education Cluster, Child Protection AoR, and inter-agency technical working groups.
Build and maintain strong relationships with local Education Directorates, civil society actors, and international stakeholders.
Support advocacy and policy engagement efforts, ensuring SEP’s technical position is informed, evidence-based, and influential.​
Qualifications & Experience:

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

Degree in Education or relevant field is required.
Minimum 8–10 years’ experience in education or protection programming in fragile/conflict contexts, with at least 5 years in a senior technical or managerial role.
Proven ability to lead and mentor senior managers.
Ability to think creatively and being flexible in addressing implementation concerns.
Enthusiasm to learn more about program’s area of work and contribute own knowledge to the team.
Demonstrated ability to work effectively in teams with a demonstrated capacity to both lead and follow.
Demonstrated understanding and commitment to equal human rights, gender equality, disability and social inclusion, and safeguarding.
An up-to-date understanding and knowledge of the political environment and social conditions in Syria and demonstrated analytical ability and understanding of local and regional political context.
Experience in working with local organizations on project design and assessing technical and programmatic capacities.
Demonstrated leadership, versatility, and integrity.
Field experience with NGOs, preferably including experience in Syria, experience monitoring and evaluating field projects.
Fluency in Arabic, with strong speaking and writing skills in English.
Has the right to work in Syria and based or willing to be based in Damascus.
