Job Summary
The Program Manager is responsible for the overall development, management and technical assistance to Feed the Children’s community-based and integrated program and other special projects. Plan, direct, and coordinate the activities of the community program. Oversee the program Budget, check and validate activities, recommend program policies, develop project proposals and/or concept notes, and develop program guidelines consistent with the VMG of the organization. Direct and supervise Program Coordinators.

ESSENTIAL JOB FUNCTIONS:

PROGRAM DEVELOPMENT and MANAGEMENT

- Develop program proposals/concept notes for submission to funding agencies in close coordination with the Supervisor.
- Develop program guidelines to ensure standards are followed and consistent program implementation.
- Prepare program reports and other reports as required.
- Establish and oversee administrative/ technical procedures to meet the objective set by the Supervisor.
- Participate in the determination of organizational policies regarding such issues as participant eligibility, program requirements, and program benefits.
- Prepare and maintain records and reports, such as budgets, personnel records, or training and Program manuals.
- Provide direct service and support to individuals or stakeholders, such as handling a referral for child advocacy issues, conducting a needs evaluation, or resolving complaints.
- Establish and maintain relationships with other agencies, partners, and organizations in the community to meet community needs and to ensure that services are not duplicated.
- Research and analyze members or community needs to determine program directions and goals.
- Act as consultants to stakeholders, partners, and other community programs regarding the interpretation of program-related country regulations and policies.
- Speak to community groups to explain and interpret the organization’s purposes, programs, and policies.
- Plan and administer budgets for programs, equipment, and support services.
- Represent organizations in relations with governmental and media institutions.
- Other analogous tasks assigned by management.

MONITORING and EVALUATION

- Direct and review activities of Program Coordinators, officers, and volunteers.
- Evaluate the work of staff and volunteers to ensure that programs are of appropriate quality and that resources are used effectively.
- Establish systems and procedures of coordination, monitoring, evaluation, reporting, and documentation.
- Ensure the timely reporting and submission of KPIs reporting based on quarterly and annual period.
- Review the monitoring and evaluation framework and recommend improvements

MANAGEMENT SUPPORT and RESPONSIBILITIES

- Identify and recommend improvements to internal standard operating procedure.
- Partner with management to ensure Program goals are aligned with the organization’s VMG and initiatives.
- Participate in the Management Team Meetings.
- Provide support in the preparation of compliance reports.
- Maintain effective working relationships with the organizations’ external partners.
- Ensure that FTCPI representation is transparent to any stakeholders.
- Other analogous tasks assigned by management.

QUALIFICATIONS:

- Minimum of a bachelor’s degree in in social science, Social Work, or any other social science related course.
- Proven working experience as Program Manager, Social Work Supervisor
- Proven knowledge of Social and Community Service best practices, standards and principles.
- With at least 5 years of experience in the same field.
- Great interpersonal and verbal communication skills
- Complex problem-solving skills.
- Strong sense of service orientation
- Strong sense of social perceptiveness
- Strong sense of confidentiality
- Detail-oriented with passion for accuracy
- Strong time management and organization skills.
- Has the ability to direct and supervise.
- International NGO experience is a must.
