General objectives of the job

The Head of Protection Program, under the supervision of the Deputy Country Director – Program (west) will be responsible for:

Program Guidance & Development

-Ensure program quality through Protection response strategy development and participatory program design and proposal development in close collaboration with the team, partners and other stakeholders.

-Lead Protection technical supervision and support for the TGH mission in Sudan and ensure support and supervision are implemented at multiple organizational levels in line with minimum standards for various implementation (case management, PSS…).

-Ensure the Protection program teams maintain quality implementation of the activities by integrating international minimum standards and national-level SOPs into all interventions (tools, training, monitoring…) and ensuring implementing teams fully understand their responsibilities in this regard; this includes creating and/or supporting the development of SOPs or other tools for activity implementation.

-Lead on the development of program tools, or the integration of tools harmonized at the national level for Protection, and collaborate with the MEAL team on tools and program teams to ensure that sector activities are properly monitored, documented, and reported.

-Contribute to the identification and development of identification and screening of local / national partners providing an added value for the Protection program, and support the program team in effective partnership management, in collaboration with the Partnership Manager, Field Coordinators, PMs and DCD-Ps.

-Contribute to relevant protection, gender and environmental issues mainstreaming in Sudan program.

Monitoring

-Develop, review and regularly update technical documents, guidelines & procedures to ensure quality, consistency, and compliance with organizational and donor standards.

-Monitor and evaluate (including through regular field visits) program quality, providing advice to teams on possible improvements, lessons learned, and best practices.

-Contribute to ensuring quality control of data collection methods and supervise monthly compilation and cleaning of the collected data in coordination with Protection managers and MEAL.

-Lead the systematic analysis of Protection Monitoring findings to identify trends, risks, and emerging protection concerns, and translate evidence into actionable recommendations. Ensure Protection Monitoring outputs are effectively used to support decision-making, donor reporting, and adaptive programming across General Protection and GBV interventions.

Reporting

-Lead and validate the sectoral input into donor reporting and internal TGH reporting.

-Contribute to the drafting of financial and narrative reports to donors and consortium leads.

Human Resource Management & Capacity-Building

– Be responsible for technical supervision of Protection Managers and the SGBV Specialist, in close collaboration with the line managers.

-In coordination with the line managers, identify capacity building needs for protection staff and partners; actively propose and take the lead on coordinating formal or informal capacity building for the Protection team and partners.

-Participate in recruitment processes of national senior protection staff.

-Provide technical input on performance appraisals of Protection Managers and other Protection staff, as requested.

Representation

-Represent TGH in Protection cluster meetings, government coordination meetings and other programming forums in Sudan, under the supervision of the DCD-P and CD.

-When requested by the CD and DCD-P, support in meetings with donors regarding protection sector projects and/or participate in the follow-up of funding opportunities for TGH programs.

Safeguarding Referent (PSEA and Child)

Support the mission’s implementation of TGH’s Safeguarding Policies, in coordination with the Country Director, HR Coordinator, and the mission’s Accountability and PSEA focal points (prevention, reporting cases, responding to allegations…etc).

Priorities for the first 3 months

– Lead on the standardisation and harmonisation of all Protection Interventions, in line with national and international minimum standards and guidelines, including GBV, General Protection and Child Protection Case Management, IPA, PSS, CFS/ WGSS and CBP.

– Strengthen internal coordination, acting as a liaison between Protection Managers, mission-level Senior Management and Technical Coordinator at HQ, and external coordination with consortium partners.

– Establish / reinforce multi-level support and supervision practices in line with Interagency standards for Case Management and PSS staff, supervisors and managers.

Security, working and living conditions
The living conditions in N’Djamena and Port Sudan (=coordination base) are comfortable with most modern conveniences, while in Darfur and other field locations the living conditions are more basic (cold water, limited telephone network and internet disruptions) and social life is limited for security reasons. There are regular flights to and from Chad and Sudan to regional destinations.

Profile
Previous experience leading protection projects with strong technical, programme mentoring, and management skills, in developing countries and in disaster/humanitarian crisis contexts.
Experience in humanitarian response specific to Sexual and Gender-Based Violence General Protection and Child Protection.
Experience and strong technical understanding of Case Management, Psychosocial Support, and Community-Based Protection Interventions.
Advanced degree in Psychology, Social Work, International Law or related discipline.
Experience in working with partners at national and sub-national levels.
Work experience in measuring and reporting on indicators through innovative qualitative and quantitative data gathering techniques and other type of surveys.
Fluency in written and spoken English language.
Fluency in written and/or spoken Arabic would be an asset.
Able to work collaboratively across multiple teams and stakeholders.
Good diplomatic and persuasion skills.
Good computer skills, experience with Google Drive.
Ability to work in a stressful setting and adapt quickly to changing environments.
