JOB SUMMARY
The Regional Programs Manager is part of the Programs department and supports program implementation in designated countries. Reporting to the chief operating officer, the RPM is responsible for guiding Country Offices in proposal development and overseeing project implementation alongside country representatives and field teams. This involves coordinating departments, complying with requirements, executing tasks efficiently, and reporting as donors require. The Regional Programs Manager will keep stakeholders informed of relevant issues and changes as they occur. The Regional Programs Manager also provides guidance to country representatives to ensure successful program execution, assesses needs on the ground, and seeks funding and partnership opportunities. Frequent short-term travel to field locations is required to support project launches and build team capacity.

MAIN DUTIES AND RESPONSIBILITIES

Program Design, Planning & implementation
• Provide strategic leadership and oversight to assigned countries in the design, planning, execution, monitoring, and evaluation of all country programs, ensuring a cohesive and high-performing approach across the region.
• Ensure rigorous alignment of country programs with MedGlobal’s Medical Strategy, regional priorities, and the organization’s 3-year strategic vision, actively supervising adherence and progress toward these objectives.
• Direct and mentor country teams in transforming strategic objectives into actionable and measurable operational plans, ensuring clarity of roles and effective execution at all levels.
• Exercise authoritative technical review and supervision over concept notes, proposals, needs assessments, evaluations, and both narrative and financial reports, guaranteeing quality and consistency in all project documentation.
• Lead the process of tracking, analyzing, and reporting on the performance of program activities against established implementation plans and key indicators, proactively identifying challenges and driving corrective actions as needed.
• Chair and facilitate regular weekly and monthly meetings with all field teams, providing robust leadership, guidance, and accountability to ensure timely updates and the successful completion of activities and tasks.

Context Analysis & Strategy
• Lead and supervise the development of program strategies by guiding country representatives in assessing local needs, ensuring alignment with organizational objectives, and directly collaborating with HQ leadership.
• Exercise oversight to guarantee that all program strategies are strategically connected to Humanitarian Response Plans (HRPs), cluster priorities, and are grounded in available budget and funding forecasts.
• Direct and monitor Field Offices (FOs) to ensure the regular execution of comprehensive context analyses, data collection, and rapid needs assessments, using these insights to inform and prioritize regional interventions.
• Act as the primary liaison between HQ Directors/Managers and field program teams, providing leadership to streamline communication and optimize workflow efficiency across all levels.
• Champion regional and global learning by supervising the documentation of best practices and promoting knowledge sharing to strengthen program effectiveness and organizational impact.

Field Coordination, Coaching
• Exercise leadership in guiding and overseeing the development of program budgets across field operations, ensuring alignment with organizational priorities and fiscal responsibility.
• Provide supervisory oversight to guarantee timely and effective resolution of all queries between field teams and relevant departments—including medical, MEAL, finance, HR, and IT—facilitating seamless interdepartmental coordination.
• Lead and mentor country representatives in setting and achieving strategic country goals and objectives, offering proactive coaching, direction, and support to drive high performance and operational success.

Field Administration, Logistics, and Training
• Exercise leadership and provide supervisory oversight to ensure the prompt and accurate submission of all financial reports from field operations.
• Oversee and direct the maintenance of comprehensive databases containing country-specific information and thorough documentation of ongoing projects in each country, ensuring data integrity and accessibility across the region.
• Lead the design and delivery of training programs for field staff, focusing on database management, project management, and the full project life cycle, to build team capacity and uphold organizational standards.

Monitoring, Evaluation, and Audit
• Provide strong leadership and supervisory oversight to ensure that MedGlobal Monitoring, Evaluation, Accountability, and Learning (MEAL) frameworks are rigorously implemented across all regional projects. Oversee the consistent application of MEAL processes, guaranteeing accountability, quality, and continuous improvement throughout every stage of program execution.

Contact, Communication, and Coordination
• Provide strategic leadership by overseeing all communications and engagements with stakeholders regarding potential and ongoing activities, including initiating and maintaining relationships with current and prospective donors.
• Supervise and ensure that country representatives and PRG field teams actively participate in regional and local sub-cluster and technical meetings, reinforcing MedGlobal presence and influence.
• Direct the review, prioritization, and implementation of key action points from health cluster and coordination meeting minutes by country representatives, ensuring alignment with organizational priorities and timely follow-up.
• Serve as the primary representative for MedGlobal programs at national, regional, and local meetings, providing authoritative leadership and advocacy for the organization’s mission and objectives.
• Exercise oversight in the dissemination of reports and critical information released by other humanitarian organizations, government bodies, and relevant stakeholders, ensuring timely sharing and appropriate action by field teams.

Grant Management & External Relations Support
• Exercise strategic leadership by guiding Country Teams in the preparation and development of concept notes and project proposals for submission to the Grant Department, ensuring alignment with regional priorities and organizational objectives.
• Provide supervisory oversight to monitor progress and ensure the delivery of high-quality reports, proactively identifying and addressing gaps to uphold reporting standards.
• Oversee and direct the systematic collection of all necessary information from field partners, guaranteeing the timely and comprehensive completion of grant reports in accordance with organizational requirements.
• Lead the review of in-country financial reports and maintain rigorous supervision to ensure that all project documentation is accurately compiled and archived during and after project implementation, in full compliance with organizational policies.

Volunteer Relations
• Demonstrate leadership and supervisory authority by ensuring the delivery of thorough orientation programs for new volunteers prior to their participation in any Resiliency Medical Mission (RMM), setting clear expectations and organizational standards.
• Foster a supportive and motivating environment for volunteers, providing oversight and guidance to enhance their engagement and performance throughout all missions.
• Direct and supervise the coordination of all volunteer logistics during RMMs, with an emphasis on enforcing safety and security procedures and ensuring operational excellence at every stage.

QUALIFICATIONS AND SKILLS

• A minimum of a bachelor’s degree in a relevant field, Degree in health or nutrition-related fields is a plus.
• At least 8 years of NGO experience in multiple countries focused on principles and guidelines of program
• planning and implementation
• Experience with personnel management including supervision, training, monitoring, and evaluation
• Experience with public and community relations
• Experience with project proposals writing, budgeting, and reporting methods
• Experience with computer systems, data records, and related software applications
• Excellent attention to detail and strong organizational and project coordination skills
• Maintain flexibility to take on added responsibility when needed.
• An extensive knowledge of the UN and INGOs funding and partnership system
• Fluency in spoken and written English
• Availability of 40 hours of work per week
