Your mission
We are seeking a Safety & Security Officer to ensure sustained oversight, consistency, and long-term strengthening of safety and security management across operations in Lebanon. The role is part of the Operations Department and reports to the Country Director, supporting the development and implementation of Security Management Plans (SMPs), Standard Operating Procedures (SOPs), and contingency plans, while conducting continuous security risk analysis and ensuring safe and secure staff movement and field operations.

What you will do:

Security

Advise and support the Country Director (CD) or Shared Operations Manager (SOM) on the development and implementation of Security Management Plans (SMPs), Standard Operating Procedures (SOPs), and contingency plans, including both general and location-specific security risk assessments.
Maintain a dotted-line reporting relationship to the War Child Alliance Global Security Adviser, ensuring alignment with global security standards, policies, and guidance.
Lead on the management of security incidents and crises, ensuring timely, accurate reporting, robust analysis, and the integration of lessons learned into operational practice.
Support the CD and senior management in building and maintaining effective relationships with relevant external stakeholders to strengthen security coordination and risk mitigation.
Oversee staff movement tracking systems, ensuring effective monitoring and providing timely guidance to staff to support safe movement, particularly for field travel.
Collect, verify, analyse, and disseminate security information that may impact operations, ensuring decision-makers are informed by accurate and current intelligence.
Act as the primary security focal point in-country, ensuring effective coordination and information sharing across all War Child offices in Lebanon.
Conduct continuous security risk analysis of the operating environment, drawing on a wide range of internal and external sources to inform operational planning.
Advise the CD on security clearances for staff movements, particularly during heightened risk periods or crisis situations.
Conduct site security assessments and provide clear, practical recommendations to mitigate identified risks.
Produce regular, high-quality security reports and support the CD in analysing broader security trends and their operational implications.
Deliver security briefings to staff and visitors, ensuring informed decision-making and compliance with organisational standards, and ensure the country Welcome Pack and visitor briefing slide deck are regularly reviewed and kept up to date.
Liaise closely with national partners’ security personnel to ensure alignment of security practices and information sharing.
Support the delivery of security training to programme and operational staff, strengthening overall organisational security awareness and capacity.
Capacity Building

Strengthen the security capacity of national partners in Lebanon, supporting the development and implementation of Security Management Plans, Contingency Plans, and security SOPs.
Design and deliver targeted security training for staff and partners, ensuring consistent understanding and application of organisational standards.
In coordination with Human Resources, support the recruitment, vetting, and training of drivers to meet organisational safety and security requirements.
Advise the Country Director on necessary updates to Standard Operating Procedures (SOPs), routines, and security-related practices in line with evolving risks and operational needs.
Fleet and Logistics Management

Plan and coordinate daily vehicle and driver tasking, ensuring efficient allocation aligned with operational priorities.
Implement and manage priority movements and duty tasking, maintaining flexibility to respond to changing requirements.
Ensure 24/7 availability (or appropriate on-call arrangements) to coordinate emergency staff movements at short notice.
Maintain close coordination with Programme teams to ensure all personnel movements are conducted safely and securely.
Oversee the maintenance and readiness of all vehicles, ensuring they are safe, compliant, and fit for purpose at all times.
Enforce fleet management procedures and safety standards, ensuring adherence to organisational policies.
Ensure accurate completion and regular review of mileage, fuel logs, and vehicle documentation by drivers and staff.
Maintain oversight of storage facilities and inventory, ensuring records are accurate and up to date.
Supervise and support Operations Officers to ensure effective management and follow-up of warehouses.
Your profile
Required Qualifications:

Degree in Business Management, Security Management, International Relations, or related field
Proven experience in humanitarian safety and security roles in the past five (5) years.
Strong analytical and planning skills.
Fluent in Arabic and English.
Advanced computer literacy.
Ability to work independently and collaboratively.
Skills and Competencies

Proven knowledge of safety and security protocols in humanitarian or development contexts
Strong planning, analytical, and organizational skills
Ability to assess risks and develop mitigation strategies
Excellent communication and interpersonal skills
Ability to train and brief staff on security procedures and protocols
Fluent in Arabic and English (spoken and written)
Advanced computer literacy, including reporting and data analysis tools
Ability to work independently and under pressure in emergency situations
Team-oriented with a proactive and solution-focused mindset
High level of integrity and discretion when handling sensitive information
