SCOPE OF THE ROLE:
The HR Officer supports Islamic Relief Philippines in delivering efficient and compliant human resource services, including recruitment, staff onboarding, HR administration, and performance management. The role ensures that HR systems, policies, and practices are consistently applied across the country programme, and contributes to maintaining a positive, ethical, and compliant work environment that aligns with Islamic Relief’s values and Philippine labor standards.

I. Rationale
Islamic Relief Philippines is a humanitarian and development organization committed to alleviating the suffering of the most vulnerable populations. The HR Officer supports the efficient and compliant management of human resources across the country programme, ensuring that HR systems, processes, and policies are aligned with Islamic Relief Worldwide (IRW) standards and Philippine labor laws.
II. Key Working Relationship
Works closely with the Programme Manager, Finance Manager, unit and project leads, and PSEA and Safeguarding Focal Points across IR Philippines programs, advocacy initiatives and internal organizational processes.
Collaborates with partners, consultants and training providers.
Coordinates with DOLE, insurance providers, and other external agencies.
III. Key Responsibilities
A. Recruitment and Selection
Coordinate full cycle recruitment, including job advertisement, shortlisting, interviews, and documentation. Provide technical support in ensuring that PGI are integrated in all concept notes and project proposals with clear metrics, strategies and approaches.
Ensure recruitment processes adhere to safeguarding, PSEA, equal-opportunity, and anti-fraud policies and standards.
Maintain job descriptions, Terms of References (TORs), recruitment trackers, and records of hiring processes.
B. Onboarding and Offboarding
Facilitate staff orientation, ensuring all new hires complete safeguarding, PSEA, and Code of Conduct induction.
Prepare employment contracts, IDs, personnel files, and Human Resources Information System (HRIS) profiles.
Manage exit processes including clearance, exit interviews, and final pay coordination.
C. HR Administration
Maintain accurate 201 files and digital personnel records.
Oversee leave management, HRIS updates, insurance enrollments, and payroll inputs.
Ensure compliance with the Department of Labor and Employment (DOLE) and other statutory requirements.
D. Performance Management
Coordinate performance management appraisal cycles and ensure timely submission of forms and evaluations.
Support supervisors in developing performance and professional development plans.
Track-capacity building needs identified during evaluations.
E. Learning and Development
Organize mandatory and job-specific training (safeguarding, PSEA, safety/security, etc)
Maintain updated training records and compliance reports.
Support implementation of organizational learning initiatives.
F. Employee Relations
Provide guidance to staff on HR policies and labor law compliance.
Support confidential handling of staff concerns, grievances, and disciplinary processes.
Promote a respectful, inclusive, and supportive work culture.
G. Safeguarding, PSEA and Compliance
Ensure all staff complete safeguarding and PSEA training and sign relevant policies.
Support implementation and monitoring of compliance with Islamic safeguarding frameworks.
Ensure HR practices uphold child protection, safeguarding, and PSEA principles.
Work closely with PSEA and Safeguarding Focal Points to strengthen safe programming.
IV. Qualifications and Experience
Essential
Bachelor’s degree in HR Management, Psychology, Business Administration, or related field.
Minimum 3 years of HR experience, preferably in NGOs or humanitarian organizations.
Strong understanding of Philippine labor law.
Experience in recruitment, HR administration, and employee relations.
High level of confidentiality, ethics, and professionalism.
Strong communication and interpersonal skills.
Proficiency in MS Office and HR information systems.
2. Desirable
Experience with INGO HR systems and compliance requirements.
Knowledge of safeguarding, PSEA, child protection and humanitarian standards.
Experience supporting multi-location field teams.
Familiarity with donor compliance (UN, SIDA, DFAT, GAC, etc)
