We are seeking a highly qualified and results-oriented Team Leader/Disaster Resilience Specialist to lead a potential project in the Philippines. The selected expert should demonstrate proven experience in managing complex, multi-component resilience or emergency management programs. The expert will work closely with Miyamoto and an international donor for the development of earthquake resilience plans. The selected candidate will also be responsible for ensuring that all technical, financial, and operational aspects of the project are implemented in accordance with donor standards and the project’s Terms of Reference.

Please note: This is a project-based consultancy position in the Philippines. No relocation is provided. Appointment is subject to contract award and any required client and donor approvals.

Position Summary

The Team Leader will provide overall leadership, strategic direction, and technical oversight for the project. The role will involve coordinating multidisciplinary teams, engaging closely with the international donor and Philippines stakeholders, and ensuring that all project activities, deliverables, and recommendations are effectively aligned with project objectives and institutional requirements. Success in this role requires strong technical expertise in disaster resilience planning, emergency management systems, institutional preparedness and response, business continuity planning, crisis management, and multi-hazard risk assessment. Familiarity with both international best practices, as well as Philippines local operational contexts is essential. Successful experience with search and rescue systems, emergency communications, and change management within large institutional or multilateral environments are also critical.

Key Responsibilities

Interface successfully with global and remote Miyamoto teams for all planning, delivery and strategic engagement. Lead and coordinate multidisciplinary technical teams in the Philippines to ensure effective delivery of project objectives and outputs.
Representational and leadership function: Serve as the primary focal point for coordination and communication with Miyamoto, the international donor and Philippines stakeholder partners.
Oversee the assessment of current earthquake preparedness, response, recovery, and institutional resilience capabilities per the Terms of Reference.
Guide benchmarking activities against international best practices, peer institutions, and relevant national standards.
Direct the review and enhancement of key functional areas, including crisis management, emergency management, emergency medical capabilities, training and learning, operations and logistics, search and rescue preparedness, and emergency communications systems.
Ensure that all technical, financial, and operational deliverables comply with the donor’s standards and the project’s Terms of Reference.
Oversee the development of monitoring and evaluation frameworks, resilience metrics, and institutional maturity indicators.
Identify project risks and oversee the implementation of appropriate mitigation and management measures.
Facilitate workshops, consultations, and stakeholder engagement sessions to support consensus-building and decision-making.
Review and approve all Miyamoto technical reports, assessments, presentations, and final deliverables prior to submission.
Qualifications and Experience

Education:

Master’s degree or higher in a relevant field such as Disaster Risk Management, Emergency Management, Civil or Structural Engineering, Urban Resilience or a related discipline is required.
Experience:

Minimum of fifteen (15) years of related professional experience.
Successful experience with Philippine national emergency management architecture.
Successful experience of client engagement and management at the donor interface.
Demonstrated experience in leading complex disaster resilience or emergency management programs for governments, multilateral organizations, or large institutions.
Proven experience developing resilience strategies, emergency preparedness plans, and multi-year implementation roadmaps.
Strong experience managing multidisciplinary teams and coordinating with senior stakeholders and partner agencies with attention to details, deadlines and quality control systems.
Experience in an organizational representational role and donor management.
Experience successfully coordinating with global and remote teams.
Knowledge:

Knowledge of disaster risk management frameworks.
Understanding of earthquake resilience planning.
Knowledge of business continuity and organizational resilience principles.
Knowledge of monitoring, evaluation, and performance frameworks.
Knowledge of international donor funded projects is an advantage.
