GIZ has been operating in Syria since 1976. It has thus established valuable contacts in civil society and garnered experience that is now crucial for supporting the country. From 2013 onwards, it worked without government involvement with the assistance of local non-governmental organisations. Despite the difficult conditions, GIZ has consistently contributed to improving people’s living conditions.
In view of the developments since December 2024, which have led Syria into a decisive phase of transformation, GIZ plans to reopen its Country Office in Damascus in 2026. It is currently implementing projects on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and the Federal Foreign Office (FFO), with co-financing from the European Union and other donors. From 2026, the portfolio is planned to be expanded by several new projects.
Your tasks
Ensuring full compliance with GIZ Processes and Rules (P+R) in all responsibilities related to finance management
Preparing change offers, cost calculation for new commissions, annual expenditure plans and breaking down into monthly planning costs
Preparing annual financial reports for projects as per commissioning parties requirements including co-financing
Cash flow monitoring for all projects in close coordination with project managers and project staff including reporting to the Head of the Service Unit on a timely basis
Ensuring that correct accounting and cost booking are applied for all expenditures
Monthly following up of unsettled items (account payable and receivable)
Regularly monitoring the flow of payments with GIZ Country Office and reducing commitments and obligos
Assuring that the financial data, budgets and cash flow of projects are correctly added and updated in the system and reported accordingly
Processing tasks for co-financing arrangements and ongoing monitoring and reporting
Reviewing financing agreements, proposed budgets and financial supporting documentation
Reviewing financing agreements call for disbursements and financial statements
Providing orientation and training for grant recipients to ensure that funds are used in line with applicable rules and compliance procedures
Preparing projects for its closing phase and submitting the final invoice to the commissioning parties
Supporting GIZ Service Unit during different audit missions (e.g. internal controls (ICs), regional ICs, revisions by HQ, commissioning parties audits, governmental audits and checks)
Following up with auditing procedures and respective comments
Supporting with spot check activities, when requested
Where appropriate and reasonable, performing additional tasks upon request of the management
Your profile (required qualifications, competencies and experience)
University degree in finance, business administration, accounting, or a related field
At least 5 years of experience in finance and accounting in an international organisation or similar structure
Professional working skills with MS Office, SAP and WINPACCS
Quick learner and willingness to learn new tools and procedures, especially GIZ processes and rules
Ability to work with trustworthiness and integrity
Strong interpersonal and communication skills
Professional fluency in written and spoken English and Arabic, knowledge of German is an asset
