Background

Catholic Relief Services (CRS), in partnership with a network of over 14 local partners across Beirut, Bekaa, Mount Lebanon, Nabatieh, Saida, and hard to reach areas currently in the conflict zone, is implementing a multi-sectoral emergency response to address the urgent and evolving needs of conflict-affected populations. The response prioritizes displaced households, hard-to-reach populations in southern Lebanon, and other underserved communities, including migrants and refugees.

To date, CRS-supported interventions have reached more than 38,000 individuals affected by the conflict, with a focus on displaced families living in collective shelters, host communities, and other out-of-shelter settings. Assistance includes food and non-food items, shelter and sanitation improvements in collective centers, cash-for-shelter assistance, and psychosocial support (PSS) across all activities.

Primary Responsibilities

The Project Officer 1 (PO 1) will assume responsibility for working with the local partners in support of the awarded grant/Project. Under the supervision and guidance of the Project Manager – Emergency Response and in close cooperation with other CRS emergency team members working on the response, the PO 1 will be responsible for implementation of grant/project activities as per detailed implementation plan, and providing technical support to implementing partners in all geographical areas as assigned. The PO 1 will work as part of the project implementation team led by the Project management, and maintaining relationships with other program staff in the CRS country office.

Specific Responsibilities

The duties of the Project Officer include but are not limited to the following:

Roles and Key Responsibilities:

Support the coordination and implementation of all assigned project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.
Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist partners in their efforts to reflect on project experiences.
Support accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with local partner(s) to prepare reports per established reporting schedule.
Collect information on staff capacity needs and technical assistance needs of partner organizations and monitor capacity building and technical support activities to ensure effective impact.
Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.
Supervisory Responsibilities: None

Working Relationships:
Internal: Program Manager; Senior Project Officers; CRS CP staff; TAs (Cash and Markets, Shelter, MEAL, MHPSS, Livelihoods, Health, etc); HOP, HoOs
External: Local partner organizations; local and international organizations; local and national government officials; community leaders and other local actors.
Basic Qualifications

Bachelor’s degree relevant to the area such as international development, international relations. Significant work experience in a directly related field will be considered in lieu of graduate degree.
Minimum of 2 years of work experience in project support.
Experience in participatory action planning and community engagement.
Preferred Qualifications:

Experience monitoring projects and collecting relevant data preferred.
Experience in the field of emergency response and for an NGO would be a plus.
Excellent writing and communication skills in both English and preferably, Arabic
Strong cross-cultural skills and experience working with people from different ethnic/cultural backgrounds
Demonstrated capacities to establish and maintain strong, collaborative working relationships wit local organizations, communities and other stakeholders
Proven ability to multi-task and meet deadlines
Proficiency in computer applications (MS Word, Excel)
Required Languages: Proficiency (verbal and written) in English and Arabic.
