Scope of Work
The global IT Officer is responsible for leading and managing the organization's global IT operations, infrastructure, and digital platforms. The role ensures the optimal functioning, security, and scalability of 3iS’ digital ecosystem, aligning with the organization's strategic goals.
In addition to ensuring day-to-day operational continuity, the IT Officer plays a key advisory role in shaping the organization’s digital strategy and standards. The position involves proactively identifying and implementing technological solutions that enhance organizational efficiency, data security, and collaboration across dispersed teams.
The IT Officer also supports country teams and headquarters (HQ) by providing advanced technical expertise, managing cloud environments, maintaining business-critical systems, and overseeing the integration of digital tools and platforms that enable innovation and long-term sustainability.
The IT Officer works as part of the 3iS’ HQ team. S/he is supervised by the Executive Director and works in close collaboration with the Technical Advisor and other HQ personnel (Procurement, HR, Finance and Operations).

Firms/companies must be legally registered entities and must nominate a single named individual to be assigned to this position, who must personally meet all Education, Experience, Languages, and Skills requirements listed below. In addition, the firm must demonstrate relevant institutional experience providing similar IT/technical services, ideally to NGOs or international organizations, and must provide proof of legal registration and any other administrative documentation requested in the application process.
If the firm's assigned individual becomes unavailable during the contract, the firm must propose a replacement of at least equivalent qualifications and experience for 3iS' approval, ensuring continuity of service.
Duties
1 - Cloud Infrastructure & Systems Administration
Manage the full lifecycle of servers and AWS/Google Cloud services, including provisioning, configuration, and proper decommissioning when systems are retired, ensuring high availability, cost-efficiency, and reduced security exposure.
Lead the deployment and maintenance of open-source and proprietary platforms, coordinating with internal teams and external vendors.
Administer and maintain Moodle, the organization's global learning management system, including platform hosting, upgrades, plugin management, user and course administration, and technical support for internal and external users.
Manage domain and DNS records (TXT, CNAME, MX, SPF/DMARC) to ensure email deliverability and system integrations.
2 - Microsoft 365 & Google Workspace Management
Administer Microsoft 365 services including Exchange, Teams, Entra ID (formerly Azure AD), SharePoint, and Defender for Business.
Ensure the proper configuration, security, and policy enforcement of Google Workspace tools and user accounts.
Manage folder structures, access permissions, and external sharing settings in line with data governance and least-privilege principles.
3 - IT Support and Service Desk Oversight
Provide global technical support, ensuring prompt resolution of incidents and overseeing ticket management through an open-source, PHP-based helpdesk platform.
Coordinate with country teams and staff to troubleshoot issues, deploy solutions, and ensure smooth technology operations across offices.
Support HR with staff on-boarding and off-boarding requests, including timely creation, assignment, and revocation of user accounts and platform licenses.
Proactively anticipate frequent user questions and common troubleshooting issues, and develop and maintain accessible self-service documentation (e.g. guides, SOPs, FAQs, and knowledge-based articles) to enable faster resolution and reduce recurring support requests.
4 - Cybersecurity & Incident Response
Conduct regular security audits and penetration testing.
Monitor threats and proactively implement incident prevention strategies, including enforcement of least-privilege access principles, and maintaining frequent backups of critical systems in line with disaster-recovery best practices.
Coordinate incident response plans and disaster recovery procedures.
Promote cybersecurity awareness through periodic remote webinars or informational sessions, aimed at reducing human-factor risks such as phishing, weak passwords, and insecure file handling.
5 - Licensing, Procurement & Vendor Management
Manage software licensing and subscriptions, including but not limited to: Microsoft, Google, Adobe, ArcGIS, Canva, Mailchimp, Solidatech, Zerotier.
Participate in procurement processes and ensure technical input in vendor evaluation and selection.
Provide and track licenses and subscriptions broken down by project in coordination with HR and Finance teams to support accurate provisioning, budgeting, and reporting.
6 - Web Development & Digital Communication Platforms
Maintain and enhance the organization’s website in WordPress, ensuring alignment with communication goals.
Support web development projects, including full-stack custom implementations.
Manage and administer digital communication platforms such as LinkedIn, Facebook, and X (formerly Twitter).
Consume and integrate APIs from external platforms (e.g., Meta) to support digital innovation and system interoperability, and provide technical support to projects that require API-based development and integration (e.g., chatbot implementation using Amazon Bedrock).
7 - Analytics & Monitoring
Implement and manage monitoring and analytics tools to track system performance, security events, and website engagement.
Provide reports to leadership to guide data-driven decision-making.
8 - Strategic Innovation
Identify and propose innovative tools and practices to streamline operations and optimize workflows.
Support the design and implementation of digital transformation initiatives across programs and teams.
Requirements
Education
A degree in Computer Science, Information Systems, or a related technical field.
Alternatively, a strong and proven professional background that clearly demonstrates the required technical competencies may be considered in lieu of formal education.
Certifications in cloud (AWS, GCP), Microsoft administration, or cybersecurity are a strong asset.

Experience
Proven experience in full-stack development and WordPress CMS administration.
Minimum 3 years of experience in cloud systems administration (AWS, GCP).
Experience managing Microsoft 365 and Google Workspace environments.
Strong knowledge in DNS and domain management.
Familiarity with API integration and digital communication platforms.
Prior work experience in international or multicultural environments is a plus.
This position requires solid and proven experience in AWS administration, Google Cloud Administration, Microsoft 365 (especially administrative management of data protection in SharePoint, Microsoft Entra, Exchange, and Teams), Google Workspace management and WordPress development with full-stack coding skills.
