The Regional Finance Officer (RFO) – Middle East is responsible for supporting the sound financial management of HAMAP-Humanitaire’s programmes and operations across Lebanon, Iraq and Syria.
Under the supervision of the Regional Support Functions Manager – Middle East, the RFO ensures effective budget monitoring and financial analysis across the regional portfolio, supports budgeting and forecasting processes, oversees the quality and timeliness of financial information, and helps ensure compliance with HAMAP-Humanitaire’s internal policies, donor requirements and applicable financial procedures.
Objective 1: Regional Financial Management and Oversight
To ensure effective financial management across HAMAP-Humanitaire’s programmes in Lebanon, Iraq and Syria through robust budget monitoring, financial analysis, forecasting, budgeting and reporting, enabling timely identification of financial risks and supporting informed decision-making and effective use of project resources.
Objective 2: Financial Compliance, Controls and Systems Strengthening
To ensure accurate, compliant and consistent financial management across HAMAP-Humanitaire’s operations in the region, in accordance with donor requirements and internal policies, through effective financial controls, oversight and risk management. Strengthen HAMAP-Humanitaire’s regional finance function through the development and harmonisation of financial policies, procedures, systems and tools, alongside the supervision, technical guidance and capacity building of finance staff across Lebanon, Iraq and Syria.
Objective 3: Partner Financial Oversight and Capacity Strengthening
To ensure sound financial management and compliance of HAMAP-Humanitaire’s local partners through effective financial monitoring, review of financial reporting and identification and follow-up of financial and compliance risks. Strengthen the organisational financial management systems and individual capacities of local partners through tailored capacity assessments, training, coaching, tools and ongoing technical support, promoting greater autonomy, accountability and sustainable financial management practices
Main responsibilities
Budget Management, Financial Monitoring and Forecasting
Lead the regular financial monitoring of HAMAP-Humanitaire projects and operations across Lebanon, Iraq and Syria.
Prepare, consolidate and maintain Budget Follow-Up (BFU), Budget versus Actual (BvA) and other financial monitoring tools for all active projects in the region.
Analyse expenditure, variances, burn rates, commitments and projected costs, and identify risks of underspending, overspending, funding gaps or incorrect allocations.
Work closely with Programme Coordinators and budget holders to review expenditure, implementation plans and forecasts and recommend corrective actions where required.
Monitor shared costs, staff allocations and other cross-project expenditures to ensure appropriate allocation across projects and funding sources.
Support the development of project spending plans, cash forecasts and funding requests based on realistic operational projections.
Budgeting, Reporting and Donor Compliance
Lead or support the preparation of project budgets for proposals, amendments, extensions and budget revisions, in coordination with programme and support teams.
Ensure budgets are realistic, adequately costed and compliant with donor requirements and HAMAP-Humanitaire rules.
Support budget reallocations and revisions by analysing financial implications, remaining balances and donor flexibility.
Prepare, review and consolidate financial reports for donors and HQ, ensuring accuracy, completeness and timely submission
Ensure expenditure and financial documentation comply with donor requirements, approved budgets and HAMAP-Humanitaire policies, including cost eligibility, supporting documentation and correct allocation of expenditure.
Provide financial input throughout the project cycle, including proposal development, project kick-off, implementation and closure.
Financial Control, Audit and Systems Strengthening
Oversee the quality of financial records, accounting entries, reconciliations, supporting documentation and financial filing across the region.
Review financial transactions and allocations to identify errors, unsupported expenditure, control weaknesses or compliance risks and ensure timely corrective action.
Support internal and external audits, donor verifications and other financial reviews, including preparation of documentation and follow-up of findings.
Conduct periodic financial compliance reviews and support missions to country offices to assess the application of financial procedures and internal controls.
Contribute to the development, revision and harmonisation of finance policies, procedures, tools and internal controls across Lebanon, Iraq and Syria.
Support the implementation of improved financial systems and processes adapted to organisational, operational, legal and donor requirements.
Local Partner Financial Management and Capacity Strengthening
Review financial reports, expenditure records and supporting documentation submitted by HAMAP-Humanitaire’s local partners to ensure accuracy, completeness and compliance with partnership agreements, approved budgets, donor requirements and HAMAP-Humanitaire procedures.
Monitor partner expenditure and budget implementation, identify financial or compliance issues, and follow up on required corrections and recommendations.
Assess the financial management capacity, systems, procedures and internal controls of local partners and identify organisational and individual capacity-building needs.
Develop and implement tailored capacity-strengthening plans for partner organisations and finance staff, including coaching, training, tools and practical guidance on budgeting, financial reporting, compliance, internal controls and financial documentation.
Conduct financial monitoring and capacity-building visits to partners and follow up on agreed improvement actions.
Team Management and Regional Coordination
Directly supervise designated finance staff within the region.
Set priorities and objectives, monitor performance and workload, and identify staff development and training needs.
Provide induction, coaching and training to finance and non-finance staff on budget management, financial procedures, donor compliance and internal controls.
Provide timely financial analysis and advice to the Regional Support Manager, regional management and relevant budget holders to support decision-making.
Coordinate with HQ Finance and relevant country and programme teams on financial matters and participate in regional, country and project meetings as required.
Undertake regular travel and support missions across Lebanon, Iraq and Syria according to operational needs.
Perform other finance-related duties reasonably assigned by the Regional Support Functions Manager.
Procurement and Logistics Support
Provide financial and compliance oversight and technical support to procurement and logistics processes across the region, while maintaining clear segregation of duties between finance, procurement and operational decision-making.
Review procurement and logistics documentation from a financial and compliance perspective, identifying potential gaps, financial risks or inconsistencies and advising relevant staff on corrective actions where required.
Provide guidance and support on procurement and logistics processes when required as delegated by the Regional Support Manager.
Support the Regional Support Manager in monitoring procurement and logistics processes and identifying areas where procedures, controls or coordination between functions may require strengthening.
Maintain appropriate functional independence and segregation of duties, with procurement and logistics management, approvals, supplier selection and operational decisions remaining outside the authority of the Regional Finance Officer.
Risk Management and Authority
The Regional Finance Officer supports the integration of financial risk management into budgeting, financial monitoring, reporting, internal controls, partner financial oversight, and regional decision-making.
The role may recommend corrective action and escalate significant financial, compliance, control, fraud, or funding risks to the Regional Support Manager and HQ Finance. Any suspension of expenditure, budget revision, donor notification, or formal management action remains subject to the applicable delegation of authority.
The Regional Finance Officer provides financial oversight, analysis, technical guidance, and risk escalation.
The role does not replace budget holders, country management, HQ Finance, partner management, procurement decision-makers, or formal approval mechanisms.
Limits of the Role
Unless specifically delegated and authorised, the Regional Finance Officer shall not:
approve expenditure, payment, procurement, budget revisions, or contractual commitments outside delegated authority;
select suppliers or assume responsibility for procurement and logistics management or operational decisions;
make formal donor, contractual, legal, or policy commitments on behalf of HAMAP-Humanitaire; override budget-holder, country-management, partner-management, or HQ Finance decisions outside established escalation processes;
perform incompatible duties that would undermine segregation of duties or independent financial control;
validate unsupported expenditure or waive documentary, donor, or internal compliance requirements.
Required competencies and qualifications
Qualifications and Experience
Education
Bachelor’s or Master’s degree in Finance, Accounting, Business Administration, Economics,
Management or another relevant field.
A professional qualification or certification in accounting, finance or audit would be an asset.
Experience
Minimum of five years of progressively responsible professional experience in finance, accounting, grants finance or financial management, preferably within an international NGO, humanitarian or development organisation.
Demonstrated experience in project budgeting, Budget versus Actual (BvA) analysis, financial monitoring, forecasting and financial reporting.
Experience managing the financial requirements of multiple projects and institutional donor funded programmes.
Experience with donor financial compliance, financial controls, audits and/or expenditure verifications.
Experience working with local partners, including reviewing partner financial reporting, monitoring financial compliance and/or strengthening partner financial management capacity, is highly desirable.
Experience setting-up an ERP system would be a strong asset.
Previous experience in a regional or multi-country role and/or working within the Middle East is an asset.
Experience contributing to the development or improvement of financial systems, policies, procedures and tools is an asset.

Advanced proficiency in Microsoft Excel and good working knowledge of financial monitoring, accounting and reporting tools.

Experience or knowledge of procurement and logistics processes within an NGO, humanitarian, or development context would be an asset.
Languages
Fluency in English and Arabic, both written and spoken.
Knowledge of French and/or Kurdish is an asset.
