Terre des hommes is looking for a proactive, energetic, and organised Logistics Manager, to join its team in Kyiv, Ukraine (with the possibility of traveling between local offices), to support in the implementation of its projects. Position for NATIONAL CONTRACT ONLY.

Start date as soon as possible

Contract 6 months (with possibility of extension)

Probation period 3 months

Location Kyiv, Ukraine (with the possibility of traveling between local offices)

MAIN RESPONSIBILITIES

The main purpose of the position is to support the implementation of procurement activities regarding the projects and the base(s) of TDH, more specifically: Assist the Logistic Coordinator in the Management of the Supply Chain by sustaining the following domains, Procurement, Stock Management / Warehousing, Human Resources, Reporting.

Procurement Responsibilities

Carry out sourcing and market assessments at the local level.
Elaborate and update price lists and supplier files.
Identify new suppliers together with the Logistic Coordinator and continuously research new sources of supply to benefit the organization.
Manage Tdh purchasing procedures as well as those required by donors funding the programs.
Assist the Logistic Coordinator in establishing and updating purchasing timelines, considering procurement tables, operational timelines, and logistical constraints.
Ensure effective communication with Program Managers throughout all stages of the purchase process.
Support the Logistic Coordinator in monitoring and adhering to budgetary lines related to logistics.
Receive, approve, and process requests for quotations (RFQs) and internal order forms; organize and manage the procurement process.
Prepare purchasing documents and draft contracts in line with Tdh procedures.
Ensure all purchasing documents are complete, properly filed, and archived according to Tdh procedures.
Verify that all collected documents comply with Tdh, donor, and national legal requirements.
Maintain a proper filing system for all procurement files and regularly update the procurement follow-up tool.
Identify suppliers and collect quotations according to activity needs, ensuring all required information is accurately completed.
Select suppliers and negotiate prices, delivery schedules, and terms of service.
Draft framework, goods, and service contracts, and follow up on their renewal.
Ensure the quality of purchases and timely delivery of goods and services.
Provide invoices and receipts to the administration department in accordance with organizational rules.
Ensure the continuous supply of recurrent items (e.g., office supplies, cleaning materials, drinking water, etc.).
Update and share a weekly procurement follow-up report.
Coordinate with the finance team to support payments and proper archiving of documents.
Report any supplier-related problems to the Logistic Coordinator.
Prepare any other procurement-related reports as requested by the Logistic Coordinator.
Stock Management / Warehousing Responsibilities

Select appropriate storage locations and develop plans to ensure the security and proper management of these sites.
Ensure that all materials are stored under suitable and safe conditions.
Ensure that established procedures are followed for all stock check-ins and check-outs.
Verify that all stock-related documentation is accurate, complete, and properly filed.
Conduct and document monthly physical stock inventories.
Support the Logistic Coordinator in ensuring that available assets adequately meet support and program needs.
Maintain accurate and up-to-date equipment follow-up records.
Operations Responsibilities

Support the Logistic Coordinator in ensuring that procurement support effectively meets program expectations.
Maintain a strong level of communication and coordination between Program and Procurement teams.
Ensure the quality management and reporting of all storage operations.
Supervise the transport and delivery of all stock items to ensure timeliness and quality.
In close collaboration with the Program team, assist the Logistic Coordinator in managing stock reconciliation activities.
Human Resources Management Responsibilities

Support the Logistic Coordinator in analyzing and determining procurement staffing needs.
Collaborate with the Logistic Coordinator to supervise the recruitment, training, and management of the Procurement team according to identified requirements.
Assist the Logistic Coordinator in conducting performance evaluations for members of the logistics team and support field logisticians in this process.
Directly manage assigned subordinates and provide indirect supervision to their teams.
Ensure, in collaboration with the Logistic Coordinator, that all Procurement staff receive appropriate appraisals and training from their line managers.
Assist the Logistic Coordinator in organizing regular team meetings with the Procurement staff.
Partnership Management Responsibilities:

Review of partners procurement guidelines, files and validation in line with agreements with partners
Visit Partner offices during field trips
Support the Logistics Coordinator in developing and managing capacity building tools and plans for partners
Support in Due diligence of partners.
Reporting Responsibilities

Consolidate and submit monthly logistics reports.
In collaboration with the Logistic Coordinator, provide necessary information to support the preparation of donor logistical interim and final reports.
Other Responsibilities

Comply with the Tdh Code of Conduct and actively promote the Child Safeguarding Policy.
Report any serious cases of child abuse identified within Tdh’s areas of intervention, while maintaining strict confidentiality.
Adhere to and enforce all current administrative and logistical policies and procedures.
Attend relevant coordination meetings in the field of logistics and procurement in the absence of Logistics Coordinator (e.g., UNHAS, Logistics Cluster, working groups, and partner meetings).
Perform other related duties as assigned; responsibilities listed above are representative but not exhaustive.
YOUR PROFILE

Education:
Formal education or training in Supply Chain Management, Logistics, or a related field is required. Equivalent professional experience may be considered in place of formal education.

Experience:

Minimum 3–5 years of proven experience in logistics and procurement management, preferably within the humanitarian or NGO sector.
Demonstrated experience in supply chain coordination, warehousing, transport management, and procurement processes.
Experience in team supervision and capacity building.
Previous involvement in emergency response operations is a strong asset.
Knowledge and Skills:

Strong understanding of Ukrainian procurement, labor, and logistics laws.
Advanced IT proficiency, including Microsoft Office Suite, Internet tools, and familiarity with servers.
Excellent organizational, planning, and time management skills.
Strong negotiation, analytical, and problem-solving abilities.
Proven ability to work under pressure and adapt to challenging or rapidly changing environments.
Excellent communication, interpersonal, and coordination skills, with a diplomatic and professional approach.
High level of initiative, autonomy, and attention to detail.
Languages:

Fluent in Ukrainian and English (both written and spoken).
