Position Overview:

The Accountant will support the Senior Finance Manager in playing a key role in managing the financial operations for Sep II, ensuring compliance with Syrian law, FCDO regulations and Chemonics’ financial policies. The Accountant will adhere to and act in accordance with Chemonics’ professional code of ethics, ‘Living Our Values’, and will make the principles of the code a part of Chemonics’ culture and operating procedures. They will remain committed to maintaining the highest standards of confidentiality in all aspects, including safeguarding sensitive information related to recruitment, personnel, programme operations, and organisational strategy. Any data shared or discussed will be handled with discretion and in accordance with relevant data protection policies and ethical guidelines.

Principle Duties and Responsibilities (Essential Functions):

Financial Transaction Management

Prepare and review payments to ensure all supporting documentation and approvals are accurate.
Review copies of all receipts and expense reports to verify legitimacy and proper coding.
Enter all accounting transactions into the project’s accounting software in a timely and accurate manner.
Ensure the timely payment of invoices.
Support the bank reconciliation process.
Support the Senior Finance Manager in monthly payroll processing.
Support the Senior Finance Manager to maintain the tax files for the project, recorded and paid in timely manner.
Support the Senior Finance Manager in managing relations with local banks as required.
Conduct financial monitoring reviews to ensure strong internal controls.
Accounting Documentation and Compliance

Ensure all accounting documents are properly maintained, both electronically and in hard copy format, in accordance with Chemonics UK standards and Syrian recordkeeping regulations.
Ensure all transactions are compliant with FCDO regulations and local Syrian law.
Prepare and review coding sheets to ensure proper allocation of funds.
Facilitate provision of information and documentation during audits.
Perform other duties as required or assigned.

Qualifications & Experience:

To perform this job successfully, an individual must be able to perform each essential duty and responsibility satisfactorily. The qualifications listed below are representative of the required knowledge, skills, and/or abilities needed to perform the principal duties.

Bachelor’s or Master’s degree in Accounting, Finance, or related field preferred.
CPA, ACCA, or equivalent certification preferred.
2-5 years of experience in project accounting or financial management.
Experience in international development or donor-funded programmes.
Experience working with different levels of stakeholders: local actors, local and international NGOs.
Familiarity with financial compliance, reporting, and internal controls.
Strong analytical and problem-solving skills.
Excellent communication and cross-cultural collaboration abilities.
Proficiency in accounting software and Microsoft Excel.
Ability to manage multiple deadlines and work independently.
Fluency in Arabic, with strong speaking and writing skills in English.
Has the right to work in Syria and based or willing to be based in Damascus.
