Since then, we have contributed to major global advancements: from multilateral environmental agreements—particularly those on climate and biodiversity—to the promotion of gender equality, inclusive economic development, and effective governance. Our services have also evolved to cover all stages of the life cycle of an international development project, program, or policy: strategic planning, design, implementation, monitoring, and evaluation.

With a presence and offices on four continents, our multilingual team (English, French, Spanish, Portuguese) of some 40 experts works with nearly 200 affiliated external consultants and a broader network of some 2,000 international and national experts from around the world. We also maintain close relationships with several centers of expertise in developing countries, as well as with regional and national experts whom we can call upon for specific interventions in their regions.

ROLE AND RESPONSIBILITIES
Reporting to the Head of Unit, the Bid & Proposal Manager actively contributes to the growth of the company’s business by identifying business opportunities, responding to requests for proposals, and managing the administrative aspects of various projects for the Environment Unit. They seek to develop business opportunities worldwide and must build trusting relationships with Baastel’s partners and clients.

The role is centered on business development, proposal coordination, and contract and administrative management. It does not involve technical supervision or operational project implementation in the field.

MAIN RESPONSIBILITIES:

Proposal Development

Identify, analyze, and qualify business opportunities relevant to Baastel
Coordinate the development of high-quality technical and financial proposals in collaboration with technical experts
Develop and maintain strategic partnerships
Build, structure, and mobilize networks of experts in support of opportunities and projects
Contractual & Administrative Management

Ensure contracting, budget follow-up, and financial compliance of awarded contracts
Supervise project invoicing in collaboration with the Financial Assistant
Maintain strong and constructive relationships with clients and consultants
Ensure compliance with contractual obligations and Baastel quality standards
Anticipate and proactively resolve administrative and operational issues related to contracts
Information Management and Process Improvement

Ensure the quality and updating of project- and consultant-related data
Contribute to the continuous improvement of internal tools and processes
Support information sharing and internal coordination of business development activities
REQUIRED QUALIFICATIONS
Bachelor’s degree in management, business, administration, or a related field.
2 to 5 years of experience in business development and writing business proposals, ideally in the field of international development or a related field.
Strongly preferred: experience coordinating technical and financial proposals for institutional donors (EU, World Bank, UN agencies, bilateral cooperation agencies, etc.)
Previous experience working on environmental and/or social and economic development issues is an asset
ESSENTIAL SKILLS
Excellent written and verbal communication skills in French and English – proficiency in Spanish is a plus
Proficiency in Microsoft Office: Word formatting is essential; comfort using Teams and OneDrive
Ability to prioritize tasks and meet deadlines
Strong attention to detail
Independence, efficiency, and a sense of initiative
Coordination and teamwork
