Global Rights Compliance (GRC) is a small but growing organisation of lawyers and international development practitioners, committed to enhancing compliance with international law, particularly international humanitarian law (‘IHL’) and human rights for the purpose of confronting and mitigating acute and urgent humanitarian crises.

 

We are looking for a CFO to lead and monitor the finance function of the organisation, working with the management team and advise on matters relating to finance. GRC operates as both a registered limited liability partnership in the UK and a not-for-profit Foundation (‘Stichting’) registered in the Netherlands. We are headquartered in The Hague with field offices in various locations around the world.

 

Expected scope of work:

 

Oversee financial functions across the organisation, ensuring controls and policies are robustand meet donor requirements.

Support the development and implementation of GRC’s financial growth strategy.

Strengthen systems to support accounting, budgetary and finance reporting that meet donor/client, contractual, and regulatory requirements including overseeing the introduction of an organisation-wide timesheet system and procurement of relevant cost-effective software.

Support the delivery of accurate financial, project and grant reporting, with particular focus on compliance with the financial terms of grant awards and full utilisation of funds.

Work with project managers/directors to ensure grants and project funds are used, tracked and reported according to agreed budgets, grant conditions and donor requirements.

Work with the Management team to review and strengthen GRC’s target financial operating model.

Work with GRC’s accountant and external auditors to prepare final accounts for project auditing.

Work with GRC’s accountant and project support manager to prepare organisational budgets, cash-flow forecast and preparation of project and organisation wide financial management reports monthly and as needed.

Support partners in negotiating donor/grant contracts.

Work with the Business Development team to review bid budgets with a focus on ensuring full cost recovery and value for money.

Regular benchmarking of project staff fee rates and services for project proposal budgets.

Monitor procurement, travel planning and project expenditure to support project managers in ensuring that financial transactions are in compliance with regulations, rules, policies and procedures.

Required experience

 

Qualified accountant or 5+ years’ experience working in a Senior finance role

Demonstratable experience in non-profit accounting and challenges faced by grant funded organisations, including full cost recovery, overhead calculation and building unrestricted fund balances.

Experience in grant accounting and donor reporting; experience in grant audit is a bonus.

Experience in financial and operational policy development and implementation.

Ability to work independently/remotely, solve problems and take ownership.

Understanding of operational and financial challenges/risks of working in conflict zones.

Experience with issuing contracts/highly organized.

Some management experience of more junior staff and the ability to work cross- culturally and as part of a team.

Reporting and management

 

This role will be situated at the top of the company, reporting directly to the managing partner and joining regular partnership meetings for strategic discussion as to the direction of the company. However, the successful candidate will need to show a non-hierarchical style of management working in an egalitarian way with interns through to partners.

It is anticipated the role will be able to draw on the dedicated skills of at least one (1) additional staff member and be responsible for the professional growth of those individuals.
