Chemonics seeks a Compliance Director for the USAID Competitive Economy Program (CEP). The Compliance Director will provide risk management oversight for financial, operations, procurement, and subcontract and grantee processes of CEP. She/he will work closely within the Project Office team to serve as a risk management and compliance resource for all aspects of CEP, providing review and quality control of CEP documents and activities as related to established USAID, U.S. government regulations, and Chemonics corporate standards and best practices.

Responsibilities include:
Ensure Chemonics and USAID compliance standards and best practices are properly disseminated to local staff
Conduct random internal reviews of files, and coordinates with the Chemonics Washington office for other financial and compliance reviews as needed
Establish internal controls to ensure that the compliance tools and adherence throughout the project are effective and efficient in preventing, detecting, identifying, and correcting noncompliance with applicable rules and regulations
Build capacity of staff and counterparts (subcontractors, vendors, etc.) through regular trainings of processes and on regulations, organizational policies, code of conduct, and compliance matters.
Coordinate as needed with Chemonics Washington Procurement Team, Contracts Team, Regional Compliance Specialists, and Risk Management Team related to templates, guidance, and standards.
Engage with local counsel related to Ukrainian laws and regulations applicable to labor law, real estate, procurement, customs, and operations as required
Make recommendations on strengthening policies and procedures to ensure internal controls are effective in preventing, identifying, and addressing noncompliance with applicable rules and regulations
Ensure current/updated corporate risk and other management tools and templates are shared and utilized by local staff
Qualifications:
Bachelor’s degree in finance, business administration, international development, or related field.
Minimum eight (8) years of related experience in compliance and financial oversight and management, with an emphasis on government contracting
Possess a comprehensive understanding of project and contract management, as well as USG regulations and guidelines, including in-depth knowledge of the FAR, AIDARS, and other related U.S. Government procurement regulations. Knowledge of Chemonics’ procedures preferred
Extensive experience with a wide variety of contracts and subcontracts types required, e.g. fixed price, IQC, cost reimbursement (award fee/fixed fee), and performance-based
Experience in responding to audit inquiries, working closely with external parties to ensure a high degree of compliance
