GFFO Project Summary

The GFFO project aims to improve access to integrated life-saving health care, emergency medical services, MHPSS, and humanitarian protection services for conflict-affected and vulnerable populations in Ukraine, particularly living in frontline areas. Through strengthening the local health system, the project supports the delivery of comprehensive and coordinated assistance to war-affected communities, specifically in high-risk and underserved areas.

In a Nutshell

You will:

oversee all aspects of consortium management, ensuring quality implementation, compliance with GFFO rules, and effective coordination among partners
serve as the focal point for consortium management in Ukraine, ensuring effective coordination among partner organizations, compliance with donor requirements, and alignment with consortium objectives
facilitate communication, oversee joint planning, implementation and reporting to maximize the impact of consortium-funded project

Strategy and Vision

actively support the values of Johanniter and shape our work accordingly
contribute to the development and implementation of the global strategy of Johanniter International Assistance
Leadership

actively live Johanniter’s leadership principles by fostering trust, inclusion, open communication, wellbeing, and accountability in line with the Code of Conduct and related policies.
Consortium Coordinaton

act as the primary liaison between consortium partners, donors, and stakeholders
facilitate regular coordination meetings and ensure timely information sharing
support harmonization of approaches, tools, and standards across consortium members
Project Management

ensure consortium activities meet contractual obligations
coordinate joint reporting and consolidate inputs from consortium partners
monitor project implementation and flag risks or challenges to consortium leadership
Strategic planning

contribute to the development of consortium strategies
identify opportunities for collaboration and expansion of consortium activities
support advocacy efforts & representation of the consortium at national and international levels
Representation, Communication, Liaison, Network

represent the consortium at cluster meetings
establish regular mechanisms for exchange of information between the cluster partners
motivate consortium partners to participate in events (coordination meetings, working groups, training, workshop, assessments, etc.)
develop/apply/update a cluster strategy that ensures appropriate inclusion of all cluster partners
contribute to the production of policies, strategies, work plans, advocacy briefs, bulletins with technical input from health partners
ensure the accountability and transparency of the cluster's decision and work
maintain appropriate links and dialogue with national and local authorities, state institutions, local civil society
ensure adequate monitoring mechanisms are in place and/or utilized to review impacts of actions
ensure adequate reporting and effective information sharing
Capacity Building

strengthen coordination mechanisms and build partner capacity
provide technical support to consortium members on donor compliance and reporting
Safeguarding

uphold safeguarding standards by promoting a safe environment, ensuring compliance with safeguarding policies, and promptly reporting concerns through appropriate channels
Gender

ensure gender-responsive, inclusive coordination and equal participation across all genders.
What you bring:

Profession/Qualification

university degree or higher education, preferably in international relations and/or development, social sciences or management or related health field
Experience

3–5 years of experience in project coordination or consortium management in humanitarian contexts
good working experience in Ukraine especially in the field of Consortium Coordination
strong knowledge of donor regulations (e.g., ECHO, GFFO, BMZ)
demonstrated experience in project management
knowledge of national and international guidelines including SPHERE and CHS
ability to use Logical Framework Approach as a tool in project/programme design and follow-up
Desirable

strong interpersonal interpersonal, leadership and coordination skills
proven communication, problem-solving and negotiation skills
able to manage multiple priorities, work under pressure and make timely decisions
significant understanding of complex emergencies and crisis contexts
significant cultural and gender awareness in a setting where insecurity is a major issue
fluency in English required; Ukrainian/Russian or German language skills are an asset
proficiency in Microsoft Office (Word, Excel, PowerPoint)
