Description

{Database Officer) has the responsibility to adhere to the PSEAH Policy (Protection against Sexual Exploitation, Abuse and Harassment). The (Database Officer) has the obligation to complete all mandatory trainings related to the Code of Conduct and the PSEA policy and report any safeguarding concern such as breaches of organisational policies or codes of conduct according to Acted’s procedures. The (Database Officer) carries out work duties in a way that does not harm children, vulnerable adults or other staff or volunteers.

Job Purpose

The database officer is responsible of doing data analysis, supporting the design of various database tools and strategies, and maintaining and updating the project-specific and central databases.

Objectives

Create and maintain appropriate databases for all projects, in line with Acted MEAL guidelines, preview technical trainings to Acted staff and Partners.
Ensure all databases are quality checked, properly labelled and securely soured in accordance with relevant Data protection guidelines;
Provide accurate, reliable and insightful data analysis as required
Provide required data for internal and external reporting, based on above-mentioned databases, as required
DUTIES AND RESPONSIBILITIES

Database Management System implementation

Maintain the central and project-specific databases for the country.
Ensure all data is correctly entered and regularly updated in the databases and tables.
Check the quality of data submitted by field staff; liaise with them regarding missing data, potential errors, and inconsistencies.
Perform data cleaning as needed to maintain data integrity.
Develop and maintain the structure and format of the databases as required.
Implement proper data backup, restoration, validation, and security procedures.
Collaborate with the program team to ensure AME (Appraisal, Monitoring, and Evaluation) data is regularly updated in the master database.
Work with the PD Unit, MEAL Specialist, Senior MEAL Officers, and MEAL Officers to update the indicator tracking frameworks.
Contribute to the provision of beneficiary data for internal and external reporting.
Technical Training

Design and prepare content for technical training sessions in collaboration with the Country MEAL Manager.
Deliver technical trainings to Acted staff and partners as needed.
Technical Guidance and Support

Participate in ongoing and future MIS (Management Information System) tasks as advised by the Country MEAL Manager.
Support team members in developing and coding Kobo Toolbox forms.
Recommend improvements to the quality and functionality of Kobo tools across all projects and hubs.
Data Analysis

Verify the accuracy of collected data during assessments.
Clean assessment data and report any issues to the relevant departments.
Extract queries, figures, and reports from databases as required.
Generate data visualizations (e.g., charts, graphs, tables) for reports, communication tools, and assessments.
In collaboration with MEAL Officers, analyze data from project activities and assessments.
Support the improvement of data collection tools and processes; test and pilot new methodologies with field assessment teams.
Other Responsibilities

Provide regular and timely updates to supervisors and team members on progress and challenges.
Participate in database-related workshops and meetings as required.
Perform any other duties assigned by the immediate supervisor.
Key Performance Indicators

Database Management System (DBMS) is in place and functional, enabling reporting on at least ACTED’s 16 global standard indicators.
Proactive identification of any issues or areas for improvement in the DBMS and escalation to the line manager.
Number of technical trainings provided.
Number of database outputs (e.g., reports, infographics, etc.) produced during the past 6 months.
Percentage of ongoing projects with project-specific databases developed.
Number of databases reviewed during the past 6 months.
As requested, develop a system in the coming year to manage ACTED data at the WoS mission level and/or support this effort at the ACTED global level.

QUALIFICATIONS

Bachelor’s or Master’s degree in Computer Information Technology or a related field.
Fluent in English and Arabic (written and spoken).
Excellent writing and communication skills.
At least 2 years of work experience with an INGO in an emergency and/or development setting.
Ability to work under pressure in a high-paced environment.
Strong organizational and prioritization skills.
Proficiency in Microsoft Office, including Excel and Power BI.
Experience working with large-scale data management (preferred).
Proficiency in at least one major database technology (e.g., Microsoft Access, SQL), along with solid general knowledge of database management (preferred).
