Chemonics International, a U.S. based international development consulting firm, is recruiting for a Deputy Chief of Party position for the anticipated USAID-funded Read to Learn activity in Laos. The five to seven year, $25 to $50 million activity will expand upon USAID’s current investments in early primary education in Laos to focus on grades 3 to 5. The goals of the activity are to 1) develop supplementary teaching and learning materials for teachers and students, 2) support teacher training and continuous professional development, and 3) Work closely with the Village Development Education Committees to foster a culture of learning for all. The DCOP position will be based in Vientiane, Laos. We are seeking individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities:
Supports chief of party in day-to-day technical management of the activity
Builds capacity of technical team leaders and collaboration among teams
Ensures inclusive practices in design and implementation of the activity
Builds and maintains relationships with MoES to support project implementation through government systems
Ensures synchronization of work among subcontractors and local partners
Provides the link between MoES and other Laos PDR Ministry counterparts
Supports capacity building and coordination of activities with key stakeholders
Monitors implementation for evidence of successful and closely collaborated approaches between all activity components
Supports data collection to inform activity decisions and fosters a culture of collaboration, learning, and adaptation
Qualifications:
Advanced degree (Master’s level or equivalent) in education or related field
Minimum of 10 years of experience working in multiple areas related to improving early grade education initiatives: designing and implementing primary literacy programs; developing teaching and learning materials; curriculum; development; educator professional development activities, particularly promoting gender equity, social and emotional learning, and inclusive education; and learner outcome assessments
Proven leadership in the design, management, and implementation of programs of similar scale, scope and complexity
Experience supervising long-term technical staff and short-term assignments preferred
Demonstrated knowledge and experience of the Laotian education sector required. Strong existing network with relevant Activity stakeholders preferred.
Experience building capacity of national staff, government counterparts, partner organization members
Strong understanding of the development and education issues in Laos
Familiarity with USAID tools and methodologies to improve education outcomes
Fluency in spoken and written English and native Laotian speaker
Proven ability to communicate and collaborate effectively with a broad range of partners, and strong facilitation and negotiation skills
Demonstrated leadership, versatility, and integrity
