Pivot is an NGO that has been collaborating with Madagascar’s Ministry of Public Health (MSANP) since 2014 to upgrade the public health system in order to provide quality care to the population of Ifanadiana district. In partnership with the Malagasy government, we are building a health system model whose approach adapts and evolves according to its impact on the population. Our approach is based on the following actions at all levels of the health system - community, health center, district hospital: improving clinical care, upgrading the system’s capabilities, and scientific innovation. This model is in line with MSANP policies and aims to produce fast, consistent and sustainable outcomes for the population in terms of health and access to care, with a view to establishing Universal Health Coverage.

 

Pivot is seeking a new Director of Health Policy and Resources, who will oversee the implementation of Pivot's operating plan.

 

Job Title: Director of Health Policy and Resources

 

Assignment location: Antananarivo

 

Department: Medical

 

Commitment: 2 years, renewable

 

Salary Range: $21,000 to $48,000 per year, commensurate with experience and qualifications.

 

Benefits: competitive with 35 days of vacation leave and comprehensive medical insurance.

 

Position Overview: PIVOT is seeking a new Director of Health Policy and Resources, who will oversee the implementation of PIVOT's operating plan, specifically leading the development and implementation of program activities related to the pillars of the health system and health financing.

 

Relationships:

 

The Director of Health Policy and Resources oversees the implementation of the following programs:

 

Health Human Resources

Operating Capability of Health Services

Pharmacy

Laboratory

Governance

Financial Protection

Under the direct supervision of the National Director, the Director of Health Policy and Resources:

 

Is part of and leads the Pivot Leadership Team (PLT)

Works closely with the Director of Medical Programs, who is also part of the Medical Department

Directly supervises 4 program managers, 1 clinical specialist and 1 assistant director.

Is a liaison with the Medical Committee of Pivot’s Board of Directors

Responsibilities:

 

  1. Strategy

 

Conduct the strategy of the organization's Medical Department, including the sub-department for Health System Strengthening and health financing

Handle the execution of the strategic plan and the goals of the operating plan

  1. Technical Support

 

Lead and continue to assist in developing and/or revising programs related to health system strengthening and health financing

See to developing or updating project documentation (project proposals, logical framework, terms of reference, etc.)

Lead efforts to upgrade capabilities in terms of health system strengthening and universal health coverage and provide continuous learning and skills upgrading on program topics related to his/her area

  1. Management & Leadership

 

Coordinate and implement the department's activities

Lead and coordinate the development of the annual work plan and budget of his/her teams according to the operating and strategic plans in force

Ensure effective and efficient use of resources dedicated to medical programs

Directly manage the team associated with his/her area and see to the proper management of human resources

Support the strengthening of leadership and management within his/her team

Ensure that meetings are held and periodic reports are prepared by his/her team

  1. Other

 

Travel regularly to the districts where Pivot works;

Collaborate on the front line with representatives of the Ministry of Health and other partners to set up and manage activities

Collaborate closely with the M&E and Research team (PIVOT Science) on specific research projects

Work closely with the engagement team, especially on fundraising

Qualifications required

 

At least five years of work experience, including two years in a leadership role

Have training in public health - MPH or other equivalent degree required

Advanced experience in health financing and pooling initiatives required

Experience in project design and implementation required

Certified project management training is a plus

International experience in an under-resourced setting is a plus

Ability to work in French is mandatory and in English and Malagasy is a plus
