Pivot is an NGO that has been collaborating with Madagascar’s Ministry of Public Health (MSANP) since 2014 to upgrade the public health system in order to provide quality care to the population of Ifanadiana district. In partnership with the Malagasy government, we are building a health system model whose approach adapts and evolves according to its impact on the population. Our approach is based on the following actions at all levels of the health system - community, health center, district hospital: improving clinical care, upgrading the system’s capabilities, and scientific innovation. This model is in line with MSANP policies and aims to produce fast, consistent and sustainable outcomes for the population in terms of health and access to care, with a view to establishing Universal Health Coverage.

 

Pivot is seeking a new Director of Medical Programs, who will oversee the implementation of Pivot’s operating plan.

 

Job Title: Director of Medical Programs

 

Assignment Location: Ranomafana, Ifanadiana District

 

Department: Medical

 

Commitment: 2 years, renewable

 

Salary Range: $21,000 to $48,000 per year, commensurate with experience and qualifications.

Position Overview: Pivot is seeking a new Director of Medical Programs, who will oversee the implementation of the operating plan, specifically spearheading the development and implementation of clinical and primary-care program activities.

 

Relationships :

 

The Director of Medical Programs is responsible for the direct implementation of the following programs

 

Maternal and Reproductive Health (MRH)

Child, Adolescent and Young Adult Health (CAYAH)

Infectious Diseases

Noncommunicable diseases

Community Health

Quality assurance of services

Clinical care and referral

Social activities

Under the direct supervision of the National Director, the Medical Programs Manager:

 

Is part of and leads the Pivot Leadership Team (PLT)

Collaborates with the Director of Health Resources and Policy, who is also part of the Medical Department.

Directly supervises 6 program managers, 1 clinical specialist, 1 site coordinator and 1 deputy director.

Is a liaison with the Medical Committee of Pivot’s Board of Directors

Responsibilities:

 

  1. Strategy

 

Lead the strategy of the organization's Medical Department, especially the sub-department for primary and clinical care

Handle the execution of the strategic plan and the clinical goals of the operating plan

  1. Technical Support

 

Lead and continue to contribute to developing and/or revising primary care and clinical programs

Handle the development or updating of project documentation (project proposals, logical framework, terms of reference, etc.... )

Spearhead efforts to upgrade the quality of primary and clinical care and provide continuous learning and skills upgrading in program areas relevant to his/her management

Handle the coordination of complex clinical case management in collaboration with a Clinical Coordinator

  1. Management & Leadership

 

Coordinate and implement the department's activities

Spearhead and coordinate the development of the annual work plan and budget of his/her teams according to operating and strategic plans in force

Ensure effective and efficient use of resources dedicated to medical programs

Directly manage the team associated with his/her area and see to the proper management of human resources

Support the upgrading of leadership and management within his/her team

Ensure that meetings are held and periodic reports are prepared by his/her team

  1. Other

 

Travel regularly to the districts where Pivot works;

Collaborate on the front line with representatives of the Ministry of Health and other partners to set up and manage activities

Collaborate closely with the M&E and Research team (PIVOT Science) on specific research projects

Work closely with the engagement team, especially on fundraising

Qualifications required

 

At least five years of work experience, including two years in a leadership role

Physician or Paramedic with training in public health - MPH or other equivalent degree required

Advanced experience in project design and implementation required

Certified project management training is a plus

Diverse experience in a variety of areas is a plus

International experience in an under-resources setting is a plus

Ability to work in French is mandatory, in English and Malagasy is a plus
