CARE International in Jordan has a vacancy for the post of Education Program Manager :

 

The Education Program Manager will lead planning, implementing, monitoring, and evaluation of Education program(s) to ensure overall efficiency and effectiveness of the program management, delivery, and accomplishment of program goals and objectives.

 

Across the Education program(s), S/he is also accountable for developing CARE Jordan Education Strategy, identifying inequalities in education at the country level, and developing innovative approaches and tools to eliminating these inequalities, in line with CARE Jordan vision, goals, program principles, standards, approaches, and Strategic Plan, CARE International Humanitarian Strategy, the United Nations High Commissioner for Refugees (UNHCR) regulations and requirements, and humanitarian standards (SPHERE, Good Enough Approach, IASC Gender Guidelines, etc.).

 

The Education Program Manager is based in Amman and will work closely with the project managers and education staff in the field to provide overall technical expertise in supporting the assessment, design, implementation and monitoring of a diverse education program covering early childhood development and girls’ education, governance and adolescent education and participation. The Education Program Manager will also work closely with central and local education authorities, NGOs and agencies, and other high-level partners involved in the education sector to promote and mainstream Protective Education and Inclusive Education including Vocational Education practices by strengthening the capacity of education personnel, parents/ caregivers and improve students’ performance.

 

JOB RESPONSIBILITIES :**1.Staff Performance Management, Learning & Development :**

Hire, supervise, and build the capacity of team members in relevant technical and management competencies.

  • Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented periodical performance reviews.
  • Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths.
  • Adhere to and act in accordance with the CARE HR Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations.
  • Promote and monitor staff care and well-being. Support appropriate interventions in response to identified staff care needs.
  • Draft project study and assessment reports to ensure program are well-grounded and based on participatory input from field staff, partners, service providers and Program participants.
  • Review all post-distribution monitoring (PDM) and monitoring reports, share results with the field team and direct supervisor to support program improvements.

 

2.Technical Quality: Lead education programming strategy including annual work plans, partnership strategies, team structure, geographic concentrations, implementation modalities, sector concentrations, and process and quality improvements. This also, includes developing detailed projects work plans that are aligned with donor timelines and targets and follows CARE Jordan education Standard Operating Procedures, Project Control Checklists, and other Guidance.

  • Ensure all basic needs modalities are assessed and delivered when needed including cash and in-kind.
  • Provide input into the design of targeting, beneficiary identification and selection approaches, and distributions to ensure processes are fair, accountable and transparent for program participants and different stakeholders.
  • Ensure that key protection principles and key gender, age and disability principles are mainstreamed into the program design.
  • Contribute to CARE-Jordan understanding of education component as related to CARE's strategic intent.
  • Develop and enhance education tools (e.g. guidelines, Standard Operating Procedures, monitoring formats, assessments) and innovations, based on CARE’s global standards.
  • Actively lead in developing and implementing assessments for education programming to identify opportunities to develop, expand, and improve the project.
  • Actively pursue and contribute to new business development opportunities on education component in the country.
  • Develop and regularly test theories of change and impact statements for CARE’s impact populations.
  • Focusing on the technical side of the education program and link them to the protection sector focusing on the child labor and early marriage. In addition to linking the education programs with sustainable and livelihood programs
  • Provide technical support for the remedial class implementer partner, forming child committees in in the targeted areas, and implementing activities for the child committees. 3.Direct Program Management : Prepare detailed program activity, procurement and spending plans well in advance of program activities to ensure strong cross-departmental coordination, particularly with Program Support and Program Quality and Impact.
  • Prepare donor’s monthly, quarterly and annual reports for the program in coordination with projects managers and PQ team.
  • Further promote knowledge management by drafting or finalizing educational documents and reports such as the Conditional Cash Assistant CCA master plan, protective education program action plan.
  • Provide orientation and training to all relevant staff and targeted stakeholders.
  • Ensure exchange of knowledge, information, experiences or lessons learned.
  • Provides solid technical recommendations on major program directions and on the introduction of new initiatives.
  • Strengthen partnership with the stakeholders, including knowledge institutions strengthened to further understand the educational.

 

4.Representation & Coordination:

 

Engage with and represent CARE in the relevant local and regional fora and coordination working groups such as (education working groups, UN, Governmental, NGO, INGOs, CARE MENA structure and refugee communities/committees/representatives). Ensure ongoing relations with all Government Ministries, Departments and offices through regular visits, and keeping them informed of CARE’s education programs and interventions.

  • Disseminate results and learnings from CARE’s cash and voucher assistance amongst donors, Government of Jordan and peer stakeholders.
  • Pro-actively, liaise with other agencies to identify needs and gaps in implementation areas and prevent overlap and duplication of services, share learning and challenges, and ensure harmonization on core project details when required.
  • During emergency contexts, may provide technical coordination, support and advocacy with the country specific clusters, cash working groups and other relevant stakeholders and technical agencies.
  • Represent Education Program in all donor and field visits in all locations.
  • Collate/compile field-generated information and complete periodic progress reports in a timely manner in compliance with donor requirements.
  • Engage in communication with other Education staff under the Protection Program to ensure consistent information sharing and collaboration across CARE’s Urban and Camp Programs.

 

Qualifications (Know How):

 

Required:

  • Master’s degree in a relevant field (Education, Management Information System, Social Science, , Public Administration, Business Administration, Developmental Studies)

 

Desired:

  • PhD’s degree in Social Sciences, Project Management, Development Studies or other related fields or combination of relevant education and experience relevant to the job.

 

Experience/Technical Skills:

 

Required :

 

Participate in the design of Education in Emergency programs and activities for men, women, children, the elderly and the disabled

  • Good communication (with colleagues and external partners)
  • Familiarity/training in participatory extension approach;
  • Conceptual understanding of teamwork, gender equality, participatory approach and sustainable development.

  • Project management and reporting skills and experience
  • Excellent interpersonal and communications skills

  • Effective strategic thinking for EIE program.
  • Excellent skills in implementing remedial class activities in coordination with the implementer partners.

 

At least 5-7 years of experience in a similar management role in humanitarian aid context

  • Field experience in multiple countries in Jordan and the region.
  • Demonstrated capacity in technical advisory support and mentoring for multiple clients at one time
  • Extensive experience in training in education.
  • Experience in conducting strategic work at a regional or global level.
  • Understanding of gender concepts and the linkages with education
  • Strong analytical and conceptual skills in humanitarian programming, assessing education needs in Emergencies (EiE), response analysis, and program design.
  • Strong ability to work independently, organize work, meet deadlines, prioritize work under pressure, and coordinate multiple tasks.
  • Sound understanding of the concepts behind and practical application of humanitarian codes and standards such as SPHERE, the People In Aid Code, HAP etc.
  • A proven record of effective project management, including project planning and managing a budget
  • Proven skills in partnership building, influencing and negotiation with a range of humanitarian actors, including governments, UN agencies, academic institutions, networks, national/local NGOs and community groups
  • Fluency in Arabic and English
