CONTEXT :
Atlas Logistique is an operational unit of HI, which has been supporting humanitarian actors since 1993. Atlas Logistique (AL) facilitates, optimizes, and accelerates the delivery of aid in emergency situations and chronic crises. Its mission is to open up humanitarian space to populations in need and to optimize humanitarian supply chains.
One of the major evolutions in Atlas Logistique's mandate is to contribute to maintaining and developing humanitarian access to the most difficult-to-reach communities, whether due to logistical constraints, physical accessibility, or security. As such, managing security and humanitarian access has become a key factor in Atlas Logistique's ability to fulfill its mandate and serve humanitarian actors and the humanitarian system.
The Emergency HASM (Humanitarian Access and Security Manager) position is therefore central to the system.
JOB OBJECTIVES:
Within the HAS Unit (Humanitarian Access and Security Unit) and under the hierarchical responsibility of the Unit Manager, you will contribute to strengthening the intervention capacity of the HI/Atlas Logistics teams in the field by:
- conducting contextual analyses;
- the implementation of measures in accordance with the organization's security policy;
- support for operational security management;
- and strengthening humanitarian access.
You work closely with the Atlas Logistique teams on humanitarian access and security issues (at headquarters and in the field), and participate in strategic workshops.
The position is divided into two main parts:
- Field deployment : As an Emergency Manager Humanitarian Access and Security (Emergency HASM), you can be deployed within 48 hours for field missions of one to two/three months in support of the implementation of Atlas Logistique projects: exploratory mission (new country or new area), project launch or temporary reinforcements.
The hierarchical manager may vary depending on the case: Program Director, Area Manager, Country HASM or Operations Manager Atlas Logistique.
- Headquarters work : outside of field deployment time, and under the responsibility of the HAS Unit Manager, you will ensure the documentation and support the development of reference tools/documents related to humanitarian access and security in connection with the Atlas Logistique projects. More broadly, you will contribute to strengthening the emergency deployment mechanism.

Your main responsibilities will be:
In the field as a HASM, your duties may include the following aspects:
1. Analysis/monitoring of the context, stakeholders, risks and constraints to access
2. Definition of access and security strategy
3. Deployment of the security policy and HAS guidelines
4. Operational implementation by HAS:
- Management: recruitment and capacity building of HAS teams
- Management of operational security for Atlas Logistique projects, particularly logistics platforms (warehousing and humanitarian transport)
- Management of aspects related to humanitarian access: analyses, network development, organization of workshops, negotiation of access…
- Incident management: you participate in incident management in conjunction with the Country Director and the IMT team
5. Monitoring: you monitor and audit the quality of HAS management on deployment programs.
If no HAS team is present on the program during deployment, your role may be expanded to encompass the entire program. If an HAS team is present, you will join the team and be dedicated to Atlas Logistics projects.
At headquarters and under the direct responsibility of the Head of the HAS headquarters unit, you will be an integral part of the team and will provide support on the following aspects:
- Consolidation and development of tools and reference frameworks: capitalization, development of reference tools/documents in the field of humanitarian access and security. You also contribute to strengthening emergency deployment mechanisms;
- Participate in capacity building for HI staff (humanitarian access and security);
- To provide exceptional support to the HAS headquarters representatives.
Requirements
• Proven experience of at least 2 years in the field within humanitarian NGOs in security/humanitarian access management positions. Experience in coordination positions is a plus.
• Field experience in emergency, complex and unstable contexts;
• Proven experience in incident/crisis management, humanitarian access and capacity building.
• Sense of priorities, strong organizational skills and autonomy;
• Fluency in French and English (reading, writing and speaking). Knowledge of Spanish and/or Arabic is an asset.
