Description

The Emergency Logistics Coordinator is responsible and accountable for the planning and implementation of all logistics and procurement activities for CORE at assigned emergency work location site. This position requires following logistics and procurement procedures as established internally and through donor requirements e.g. USAID/BHA, UNHCR, etc..

POSITION PURPOSE:

The emergency logistics coordinator is a key member of the emergency response deployment team, and works directly with Headquarters while coordinating logistics and procurement activities in the field.

ESSENTIAL JOB FUNCTIONS:

Design effective implementation of controls to identify, mitigate/correct risks of non-compliance or under performance of logistics/procurement activities

Establishment and effective maintenance of coordination mechanisms with relevant stakeholders to facilitate planning, monitoring, information sharing and performance feedback

Participate in cluster meetings, working groups, inter-agency forums as appropriate

Communicate clearly to key members at Headquarters, partner agencies, donors as appropriate

Accurate use of logistics and procurement policies and procedures as established by donors and internal guidelines.

SUPERVISORY RESPONSIBILITIES:

Establish, lead and implementation procurement and logistics process to support emergency activities

Fosters positive, team-collaborative dynamics as a manager and mentor

Conduct market research as needed

Determine the most reasonable process and flow for procurement and logistics in compliance with CORE policies and guidelines and donor requirements e.g. USAID/BHA

Lead negotiations with vendors

Responsible for drafting, negotiating, issuing and management of purchase orders, agreements, consultancy agreements, fixed price service agreements and any other paperwork, bids, etc.. as requested

Verify quality and quantity of products according to the agreement and/or needs of beneficiary, community, and/or project

Review all payment requests and make sure that all the required forms are appropriately and consistently completed

Ensure proper procurement and logistics files and data management

Foster understanding of broad logistics and procurement principles, policies, procedures and systems with a high level of customer service focus.

QUALIFICATIONS:

University degree in business management, procurement or logistics

Master’s degree preferred

Progressively 10 years of related experience with 4 + years managing people

Demonstrated knowledge of logistics and procurement policies

Proven experience in working and leading in emergency humanitarian environments

Experience with USAID/BHA rules and regs

Strong communication skills (written and verbal)

Proven analytical and problem-solving skills

Self-motivated and reliable, with strong organizational and time management skills

The ability to work independently, and cross-functionally, as part of a team

Previous experience in an international environment with high transaction volumes, such as retail, is an asset.
