Description
Habitat for Humanity Jordan (HFHJ) is launching a 12-month initiative to empower vulnerable communities through the creation of Savings Groups (SGs) as a community-based housing finance mechanism. This project targets 198 direct and indirect beneficiaries and focuses on increasing access to financial literacy, mobilizing local capital for home improvement, and enabling affordable housing upgrades—especially for women-led households.
To support this goal, HFHJ seeks a Facilitator Trainer to prepare community facilitators with the technical and soft skills necessary to establish and sustain the two Savings Groups planned under the project.
2.Objectives
Build the capacity of at least two community facilitators and local CBO partners to form, mentor, and monitor Savings Groups.
Ensure facilitators are equipped to support delivery of basic financial literacy modules relevant to housing, in coordination with HFHJ or other technical experts.
Support the integration of safeguarding, gender sensitivity, and housing-focused outcomes into SG methodology.
Establish robust beneficiary feedback mechanisms and accountability processes at the community level.
Ensure that the capacity building and savings group models actively promote the inclusion of women, marginalized groups, and vulnerable populations, with targeted strategies to address barriers faced by these groups.
3.Key Responsibilities
Training Design and Delivery
-Adapt or develop a localized training curriculum based on VSL Associates and SAVIX best practices, tailored for the Jordanian context and HFHJ’s housing mandate. This must include basic financial literacy concepts linked to shelter improvement, women's leadership support tools, and community accountability mechanisms, and GESI integration.
-Deliver Training of Trainers (ToT) workshops covering:
Group formation and constitution
Governance and rules
Savings and internal lending
Record-keeping and transparency
Conflict resolution
Housing-focused financial planning (with support from HFHJ experts if needed)
Gender inclusion and safeguarding principles
Participant feedback loops and accountability systems
Data quality assurance practices and the use of tools like the Savings Group Data Quality Assessment Tool (VSL Associates)
GESI-sensitive facilitation strategies to ensure the inclusion of women, persons with disabilities (PwDs), and marginalized populations in SG formation and leadership.
Mentorship and Coaching
-Provide ongoing mentorship to facilitators in the field over a 3–4-month period.
-Participate in field visits to Salt, Zarqa, and Karak to monitor facilitator performance and coach on real-time SG dynamics.
-Support facilitators with standard monitoring tools, including SAVIX MIS and Financial Health Scorecards.
Monitoring, Reporting, and Documentation
-Conduct pre- and post-assessments to measure facilitator knowledge.
-Prepare a training report, including recommendations, lessons learned, and documented stories of change.
-Support the integration of MEAL indicators and beneficiary tracking tools (per CN guidelines).
-Ensure the training curriculum includes specific modules on GESI and inclusive community engagement.
-Train facilitators on participatory monitoring mechanisms, including the use of tools for surveys, focus groups, and most significant change stories.
-Guide community facilitators on data quality assurance, including data verification, cleaning, and proper use of standardized MEAL tools.
4.Deliverables
Training Curriculum: Final training manual, facilitator guide, and tools (Aug 2025)
ToT Workshop:Two 3-day workshops with at least 2 facilitators & local CBOs including GESI (Sep 2025)
MEAL Capacity Building Package: Monitoring tools, data collection templates, and reporting formats for community facilitators (Sep – Oct 2025)
Field Mentoring: Field visits & remote coaching to facilitators in 3 communities (Sep 2025 –Jan 2026)
Training Report: Final report with evaluation, challenges, and recommendations (Feb 2026)
5. Required Qualifications
Bachelor's degree in community development, education, finance, or related field.
Minimum 2-3 years’ experience in training Savings Groups or VSLAs.
Demonstrated experience in financial literacy training, preferably with housing or shelter focus.
Familiarity with SAVIX MIS, VSL Associates tools, and monitoring frameworks.
Experience in participatory M&E methodologies, particularly in community-based financial programs, and Most Significant Change methodology.
experience in designing and implementing GESI-sensitive training programs and community engagement strategies.
Excellent training and facilitation skills; Arabic fluency required.
Knowledge of Jordan’s socio-economic context and community dynamics.
6. Payment Schedule
30% upon submission of training plan and curriculum.
40% upon completion of (ToT) workshops and field mentoring.
30% upon submission of final report and tools.
