Description

The Field Coordinator is responsible for the coordination, oversight, and day-to-day management of Johanniter’s field operations in Syria. In close coordination with the Senior Programme Coordinator, the role ensures strategy aligned project delevopment, effective implementation, monitoring, and reporting of projects in line with donor requirements, organisational policies, and international humanitarian standards. The Field Coordinator acts as the primary link between the Syria office and the Johanniter Middle East Office in Amman, Jordan, ensuring quality programme delivery, strong coordination, compliance, security management, and accountability to affected populations.

The position represents Johanniter at field level with local authorities, communities, partners, and coordination mechanisms, while ensuring safeguarding, security, and accountability principles are integrated across all activities.

Specific tasks and job responsibilities:

Project Management

identifies funding opportunities and leads proposal development processes
ensures the strategic alignment of programmes with the Johanniter Programmatic Strategy
maintains an updated understanding of the humanitarian needs and gaps through follow up on relevant fora and sources and conducting needs assessments
leads the assessment and building of partnerships with new national, international or local partner organisations
supports field teams in day-to-day operational and programmatic decision-making
monitors project progress, identify challenges and risks, and proactively propose solutions
ensures project activities are implemented according to approved proposals, work plans, budgets, and timelines
coordinates closely with Finance, HR, Logistics, and PMEAL teams to ensure smooth project implementation
ensures accurate and timely documentation, filing, and data management in line with organizational and donor requirements
ensures resources are used only for the intended purpose with maximum possible efficiency
ensures timely and high-quality activity, situation, and donor reports
Finance and Logistics

supports country office budget planning and monitoring at field level and ensure compliance with donor and Johanniter financial procedures
ensures strict compliance with anti-corruption and -fraud protocols
with technical support of the logistics department, ensures all procurements are done according to Johanniter Procedures
develops and maintains portfolio growth predictions and adapts cost planning accordingly
Human Resources

ensures all personnel related issues for the staff of the designated project(s) are carried out in accordance with Johanniter guidelines, including recruitment, appraisal, objective setting, development and training, disciplinary action, etc
ensures that staff receive appropriate and adequate training by providing mentoring and coaching and through the promotion of capacity building of local staff
holds regular team meetings and, through a consultative leadership style and a transparent, honest and supportive communication structure, develops and builds an effective team
promotes the health and security of the staff of the designated project(s) by ensuring the application of security guidelines, health and safety in the workplace and healthy living conditions and practices
Partnership and Representation

represent Johanniter with local authorities, community leaders, partners, UN agencies, NGOs, and coordination fora
participate in relevant cluster, sector, and coordination meetings and share outcomes with Middle East Office
support the development and maintenance of strong relationships with stakeholders in a spirit of transparency, respect, and complementarity.
follows up on registration and other administrative processes
Security

ensures adherence to Johanniter Security Protocols at all times
provides information and updates on changes of the security situation
contributes to the regular revision of Security Protocols for Syria
supervises all logistical arrangements for the implementation of security protocols and contingency planning
Safeguarding

actively upholds the organisation’s safeguarding policies and Code of Conduct by fostering a safe and respectful environment, completing mandatory safeguarding training, maintaining professional boundaries, and taking responsibility to prevent harm through the timely and confidential reporting of any concerns or incidents
ensures safeguarding is systematically applied throughout the program cycle by overseeing risk assessments, monitoring implementation, guiding safe delivery of services, and ensuring partner compliance with safeguarding standards
Person Specification

Professional Qualification and Experience:

University degree or similar qualification in Health-related field, International Relations, Development Studies, Humanitarian Action or similar
minimum 5 years proven experience in development and implementation of humanitarian programmes
strong understanding of PCM and PMEAL
experience in coordinating Health/ Nutrition/ WASH/ Protection projects including project accounting and managing of donor funds (EU, UN, GFFO, BMZ, etc.)
solid experience in staff management and capacity building
experience in representation and liaison with high level stakeholders such as, donors, authorities, embassies etc.
