Job purpose

The ICRC is looking for a Field HR Manager to be based in Yangon, with 70% field travel. Under the supervision of the Country HR Manager, the role supports HR Officers in Sub-Delegations with planning, organizing, and monitoring HR activities. The Field HR Manager provides expert HR guidance, ensures alignment with the delegation’s HR strategy, and strengthens HR capacity across sites. Acting as a bridge between field teams, management, and Centers of Expertise, the role focuses on quality HR service delivery, consistency, and continuous capacity building through training and on-the-job learning.

Main responsibilities

Serve as the blue line / technical referent manager for all HR Officers in Sub-delegations under responsibility.
Ensure all HR processes related with Employee life cycle (recruitment, administration, training, staff well-being, etc.) are implemented according to ICRC Myanmar policies, SOPs, and legal frameworks.
Contribute to the development and implementation of HR framework: policies, procedures, Quality Assessments and roadmap at the delegation level
Coach and guide HR officers (HROs) on effective HR partnering with managers and key stakeholders through continuous performance support and skills development
Provide day-to-day HR advice and support to HROs on people management issues including recruitment, giving feedback, disciplinary procedures, team management, development
Review and validate key HR documents and processes (contracts, disciplinary actions, payroll requests, wellness initiatives, etc.) for Sub-delegations.
Support workforce planning and reporting, ensuring consistency and quality across Sub-delegations, performance management, annual salary review, learning initiatives, and other key HR events across all sites.
Facilitate localization efforts, succession planning, skills gap analysis and development plans of identified potential successors in collaboration with the sub delegation management teams.
Support recruitment, LnD and onboarding processes in Sub-delegations, including job mapping and interviewer participation, etc
Facilitate communication and collaboration between Sub-delegations, with regular HROs meetings and with the HR Unit in Yangon to ensure coordination and information sharing.
Promote HR community of practice and identify tools/methodologies that facilitate this platform.
Work closely with the Learning & Development (L&D) unit to identify training needs and develop learning solutions for HR staff
Provide regular HR insights and feedback to the Country HR Manager (CHRM) on operational needs and challenges.
Prepares reports and data analytics for the Country HR Manager upon request.
Requirements and experience

Typically, 6-9 years’ overall professional experience
3-5 years, at least, of progressive leadership experience in HR positions, for instance as an HR manager or other HR executive in a similar international NGO
At least a bachelor’s degree or equivalent, in HR, business administration or organization development
In-depth knowledge and experience of good HR practices and sound grasp of HR systems and databases
In-depth knowledge of employment law, HR administration, workforce and organizational planning, compensation and benefits, recruitment, selection and staffing, performance management, learning and development, employee relations, staff health and safety and employee engagement
Fluent in written and spoken English as well as Myanmar
Computer proficiency, with excellent skills in a Microsoft Windows environment and HR information systems (excel, power point, canva, mural, ERP--)
Ability to travel in conflict areas and spend up to 70 % of the time outside Yangon
