Memisa is a Belgian NGO that promotes quality health care for all, with particular attention to the most disadvantaged and vulnerable. Memisa's mission translates into two objectives: on the one hand, we work in partnership with local health structures and their staff in order to improve the quality and availability of care. On the other hand, we work, in collaboration with local communities, for greater solidarity, the right to health and financial access to health care. Memisa is active in 6 partner countries: DR Congo, Burundi, Benin, Guinea, Mauritania and India. In Belgium, Memisa raises public awareness of inequalities in access to health care around the world and calls for international solidarity.


In order to strengthen its Finance department, Memisa is recruiting a full-time Finance Manager.


  1. Position and duties


The Finance Manager is under the hierarchical responsibility of the General Manager and is part of the Management Team. He or she oversees the finance team at the headquarters in Brussels and also manages the finance managers of the offices and representatives in the field.


Its responsibilities are financial management, risk management, process and IT management, B2B contract management and public procurement.

Financial management


Main mission


The Finance Manager ensures that Memisa always has access to the necessary financial resources and that these are used in the most optimal way possible.




Co-develop the organization's strategy and translate it into financial consequences and initiatives.


Determine financial policies and procedures in accordance with Memisa's mission and strategy, the needs of other functions of the organization and the expectations of financiers. Ensure that these are also enforced through the necessary instructions and checks.


Anticipate and meet the financial needs of operational initiatives through adequate budget planning, monitoring and adjustment.


Manage all assets (real estate, furniture, financial), investments and related contractual and insurance obligations.


Accounting and archiving: coordinates, documents and controls financial and accounting data and implements tools and procedures for efficient and accurate accounting with complete, archived and easily accessible supporting documents.


Manage cash flow through proper cash planning and control of incoming and outgoing cash flow.


Manage relations with banks in Belgium and abroad.


Guarantee the necessary statutory, tax, organizational and financial reports through reliable and timely recordings, reports, analyzes and recommendations to the various stakeholders.


organize and coordinate the necessary internal and external checks and audits, their follow-up and the necessary adjustment actions.


Inspire, organize, develop and motivate finance staff at headquarters and in the field.


Risk management


Main mission


Ensure that all possible risks that the organization may face are sufficiently known and controlled.




Develop policies and procedures necessary to identify, mitigate, manage and insure all internal and external risks of Memisa.


Ensure that they are also applied consistently through appropriate instructions, checks and adjustments.


B2B contracts


Main mission


Ensure that all contracts with external parties are legally correct and preserve Memisa's rights.




Advise, evaluate, draft (if necessary) and/or prepare the outline of contracts between Memisa and external companies, both in Belgium and in the field. He may also be required to participate in the negotiation of B2B contracts.


Manages the organization's various accreditations and ensures that they are renewed in a timely manner.


Manage legal/procedural support from other departments, perform necessary proactive checks, obtain necessary external advice and adjust contracts as necessary.


Coordinates potential litigation or legal proceedings with the assistance of designated outside experts.


Process management and IT


Main mission


Ensure that all internal Memisa processes are aligned and understood by all and have adequate support.




Optimize the administrative and financial processes of the organization by a good design of the processes themselves and by the implementation of the appropriate automation and digitalization (in particular between SAGE and the CRM software).


Determines Memisa's overall IT strategy and ensures the smooth running of the organization's processes by providing appropriate hardware, software and infrastructure solutions within the organization's capabilities.


Ensures that all IT-related requests are properly assessed, dealt with in a pragmatic and timely manner, within reasonable budgets.


Public markets


Main mission


Ensure that all major purchases are made through public tenders and that these are conducted in accordance with good practice




Defines the rules to be observed in public procurement when purchasing services and goods under contract.


Ensures that these rules are applied through the necessary instructions, guidance and controls.


Communication, documentation and information inside and outside Memisa


Maintain a constructive relationship with the various departments of Memisa;


Processes the documents included in the responsibility of his function and also maintains a list of his contact details.

Education & experience


  • Master in Administration in Management or Finance


  • Minimum 10 years of relevant work experience

  • Communication skills at all levels


  • Knowledge/education/experience in public procurement and procurement.


  • Strong computer skills, always on top of new technologies.

  • Good knowledge of French and Dutch, English being an asset.




Experience in an international NGO


Previous expatriation and/or field experience, preferably in Central Africa.


Knowledge of Sage software

An attractive salary package including a gross salary according to the Memisa Salary Policy, depending on experience as well as a thirteenth month, meal vouchers, a fixed bonus (teleworking, internet subscription, etc.), possibility of working twice telework per week, reimbursement of transport costs, hospitalization insurance and group pension insurance.
