Job Purpose:

The Finance Officer ensures accurate financial management, compliance with donor/organizational policies, and efficient budgeting/reporting to support Aid Gate’s humanitarian programs in Syria. The role oversees accounting, payroll, audits, and financial controls while collaborating with HR, logistics, and program teams.

Key Responsibilities:

1. Financial Management & Compliance

Maintain accurate financial records per Aid Gate policies, IFRS, and donor regulations (e.g., ECHO, UN, BHA).
Implement and monitor internal financial controls to prevent fraud/misuse.
Ensure compliance with local tax laws and statutory requirements.
2. Accounting & Documentation

Record daily transactions in accounting software (e.g., QuickBooks, Excel).
Prepare and verify payment vouchers, receipts, and journal entries.
Reconcile petty cash, bank statements, and field office accounts monthly.
Archive financial documents per organizational retention policies.
3. Budgeting & Financial Reporting

Assist in developing project budgets with program teams.
Track expenditures vs. budgets; prepare monthly variance reports.
Draft donor financial reports (ensuring adherence to grant agreements).
Support cash flow forecasting and financial planning.
4. Payroll & Month-End Closure

Collaborate with HR to process monthly payroll (salaries, taxes, social security).
Prepare payroll summaries, salary slips, and statutory filings.
Assist in monthly/yearly financial closures, including ledger reconciliations.
5. Audits & Financial Controls

Facilitate internal/external audits by providing documentation and explanations.
Address audit findings and implement corrective actions.
Monitor compliance with procurement-finance linkage (e.g., approvals, documentation).
6. Coordination & Capacity Building

Liaise with banks, vendors, and partners on payments/contracts.
Train field staff on financial procedures and compliance.
Participate in finance-related meetings and process improvement initiatives.
Qualifications & Skills:

Essential:

Education: Bachelor’s degree in Finance, Accounting, Business Administration, or related field.
Experience: Minimum 3 years in finance/accounting, preferably with NGOs/international donors.
Technical Skills:
Proficiency in accounting software (QuickBooks, ERP systems) and advanced Excel.
Knowledge of donor compliance (e.g., UN, GIZ, BHA), budgeting, and audit support.
Languages: Fluency in Arabic; working English (for reporting).
Preferred:

Certification in accounting (ACCA, CPA) or NGO financial management.
Familiarity with Syrian financial regulations and tax laws.
Experience in humanitarian emergencies or multi-donor projects
