About the role



The Finance and Operations Manager will be a full-time post over the life of the project until the end of December 2024.






The Finance and Operations Manager will travel in-country and regional travel if necessary.




Background and Objective for Project


The Humanitarian Pooled Fund is a £146million humanitarian fund that has a mandate to respond to natural disasters, rapid on-set crises, and spikes in protracted crises in the MENA, Horn of Africa, and East Africa regions.  The Humanitarian Pooled Fund will have a strong focus on delivery and is committed to transparent, focused, and targeted programming through partner organisations which range from local CBOs to large INGOs and UN bodies.




Scope of Activities and Tasks


The Finance and Operations Manager (FOM) will be responsible for the financial management of the fund at regional level, acting as budgeting and forecasting manager, finance controller and compliance representative and interpretation and communication of finance of the fund.  They will support the existing policies supporting the grants and operations functions to ensure efficient grant delivery and financial spending.


The FOM will manage successful financial delivery of the live portfolio of grants and will lead the Humanitarian Pooled Fund Finance Team at regional level.


Specific outputs include:




Internal Finance Responsibilities:

Monitors the financial operational needs, anticipating changes and challenges and planning accordingly

Liaises with Crown Agents UK office of financial reporting and forecasting

Enhances and, if needed, revises current financial procedures and policies

Ensures that management of cash flow, local expenses and operating costs are in line with the existing budget

Reviews Humanitarian Pooled Fund internal finance controls, policies and procedures

Prepares quarterly and yearly forecasts for Fees and Expenses for FCDO

Prepare Requests for Monthly Top Up of Operational Fund

Makes online banking transactions and prepares bank checks.



Liaises with the audit company and the Crown Agents Finance throughout the audit process and overseas the completion of the process.



Reviews and signs off partner budgets for proposals/ no cost extension, as needed

Reviews and signs off Partners quarterly financial reports and final financial report

Supervises the process of grants amendments and termination.

Supervises the close down process of grants.

Manages the approval of asset disposition plans with FCDO.

Provides guidance to Grants coordinators in terms of exchange rate policy, assets, grants budgets, etc.

Prepares grants forecasts and reporting to FCDO as needed.

Fraud and Safeguarding Compliance


Manages all reporting for irregularities and any cases that arise within the project or with Partners; liaises with Crown Agents, FCDO and the Partners, and sees the cases through completion.



Supervises Admin and Finance Officer to ensure all international and internal movements are properly managed (visas, tickets, accommodation)

Ensures that forecasting inventories are regularly updated

Ensures all local financial procurement processes are followed as per procedures



About you

Required qualifications and experience




Professional diploma or university degree in HR, Finance, Accounting or Business administration



Excellent oral and writing skills in English



Minimum 7 years of experience in a similar position

Financial reporting and knowledge of donor guidelines (preferable); Organized, flexible, proactive, autonomous, excellent attention to detail, ability to maintain confidentiality and good interpersonal skills.
