Description

BOMA is currently seeking qualified candidates for the position of Youth, Gender Equality, Social Inclusion (GESI) and Safeguarding Officer in the CASHA program. The officer will provide strategic technical leadership, oversight, and operational support to ensure that gender equality, youth empowerment, and safeguarding are systematically integrated across all programmatic interventions.

The role will lead the design, implementation, monitoring, and reporting of a GESI and Safeguarding Action Plan that addresses structural barriers, discriminatory social norms, and protection risks affecting vulnerable populations, with a particular focus on young women and marginalized groups in the ASALs.

The officer will ensure the application of gender-transformative and socially inclusive approaches in project design, delivery, and institutional development. This includes strengthening community-led safeguarding mechanisms, promoting meaningful youth participation, and advancing inclusive livelihood opportunities

The officer will work closely with the Project Lead, technical team and consortium partner representatives to ensure that gender, youth equity and social inclusion aspects are incorporated and well-developed in all technical tools and activities, including in communications activities that promote social behavior change. S/he will work closely with the Communication Manager, R&L manager and M&E team to document aspects of gender and youth inclusion as part of a learning agenda and relevant project indicators.

The position requires demonstrated expertise in youth and gender programming, safeguarding standards, and social inclusion frameworks, coupled with practical experience in the ASAL context.

KEY RESPONSIBILITIES

Strategic Leadership & Technical Direction

Provide technical direction on gender equality, social inclusion (GESI), and safeguarding across all programmatic areas.

Develop and lead the implementation of the project’s Gender, Social Inclusion, and Safeguarding (GSS) strategy and action plan.

Use GESI analysis to guide inclusive targeting, enrolment and engagement of youth, refugees, women, and marginalized groups.

Lead technical studies and assessments on gender and social inclusion.

Provide technical advice on gender-sensitive climate change adaptation and livestock sector policies.

Support development of gender-responsive budgets in project planning and resource allocation.

Develop and lead the implementation of the project’s Gender, Social Inclusion and Safeguarding strategy and action plan, including the adaptation and development of tools and approaches to support the strategy and action plan in livestock and agri-related value chains.

Identify and pilot innovative approaches to engage youth and marginalized groups (digital skilling, mentorship, climate-smart entrepreneurship).

Policy & Framework Development

Revise gender policies and guidelines to reflect current best practices and organizational learning.
Contribute to development of technical guidance tools, approaches, and coordinate their operational roll-out.
Support the development of action plans for GESI and safeguarding.
Review and implement the Safeguarding Framework and Risk Mitigation Matrix
Train project staff and partners on safeguarding,
Adapt the community-based feedback and reporting mechanisms.
Capacity Building & Training

Conduct staff needs assessment on GESI, identify gaps and develop strengthening plans.
Develop GESI training materials and deliver GESI training sessions to staff, implementing partners, and stakeholders.
Raise awareness and build capacity of staff on safeguarding.
Work closely with staff to enhance understanding of gender and youth issues in target areas.
Program Design, Implementation & Advisory Support

Mainstream gender and social inclusion into all phases of program/project implementation.

Promote gender-transformative approaches in daily project activities.
Ensure GESI-sensitive behavior change communication (BCC) activities and messaging.
Support integration of GESI and safeguarding into activity work plans and work planning tools.
Collaborate with partners for learning and adoption of innovative, inclusive interventions.
Monitoring, Evaluation & Learning (MEL)

Collaborate with MEL team to develop and integrate gender-sensitive indicators into results frameworks.

Ensure GSS integration in M&E plans, frameworks, and reporting.
Regularly monitor and evaluate gender mainstreaming progress; identify gaps and recommend improvements.
Track and maintain GSS performance indicators.
Use MEL findings to assess if GSS objectives are met and inform adaptive programming.
Reporting & Knowledge Management

Prepare periodic reports detailing gender equality progress, challenges, and solutions.
Contribute to GESI-related content including knowledge products, success stories, and case studies.
Work with Communications team to ensure quality documentation of GESI results and learnings.
Support preparation of donor reports and internal reporting requirements.
Synthesize and share GESI-related information and knowledge internally and externally.
Analyze data and draw insights for decision making on GESI-related aspects of the program
Coordination, Representation & Advocacy

Represent the project in coordination meetings and external forums
Champion accountability culture for results and impact on GESI and safeguarding.
Operational Support & Resource Management

Ensure budgets reflect GESI priorities and support inclusive implementation.
Conduct risk assessments for planned activities and develop mitigation strategies.
Map and link youth, particularly women, to decent employment opportunities.

QUALIFICATIONS

Bachelor’s Degree in in social work and social administration, social sciences preferably development studies, gender studies or any other relevant discipline. Those who hold master’s degree will have an added advantage.
5+ years’ experience in an NGO at field level in Gender, Social Inclusion and Safeguarding.
Practical experience in implementing Gender, Social Inclusion and Safeguarding projects in ASAL regions , especially in fragile ecosystem.
Experience in youth skilling and business start -up
Prior experience working in the integration of gender and youth considerations in livestock and agri-related value chains, or skilling for employment is projects preferred.
Ability to develop effective working relationships with donors, government, local organizations, youth groups, Refugees, organizations working with persons with disabilities and other program partners and stakeholders.
Proven experience leading gender and social inclusion in the entire project cycle phases.
Strong leadership skills, experience in partnership development and deep understanding and experience in consortia management.
Good communication skills in English, both written and spoken, with excellent reporting facilitation and presentation skills.
Demonstrated commitment to gender equality and social inclusion in all aspects of work.
Willingness to travel to all program locations in the 15 project ASAL counties in Kenya
