About HELP
Help-Hilfe Zur Selbsthilfe is a non-profit German humanitarian and development aid organization which is now active worldwide. Our actions focus on emergency aid, aid to refugees, reconstruction and rehabilitation. Help - Hilfe Zur Selbsthilfe is also active in the areas of health, nutrition and advocacy. Present in Mali since November 2013, Help works in the areas of economic recovery, health and WASH.
Purpose of the position
Under the direct supervision of the Head of Program, the Grant Manager will have primary responsibility for ensuring Help Mali's programme/support teams are fully briefed on relevant donor compliance regulations and Help Mali's procedures, managing donor and other external reports, and coordinates grant reviews. He/she also supports communication with donors by ensuring that effective internal and external communication channels relating to grants are established and adhered to. Finally, the Grant must actively contribute to increasing the budget/portfolio of Help Mali through the development of proposals and the identification of opportunities, if applicable.
- Responsibilities and Tasks:
Respect the policies, guidelines and procedures of Help Mali;
Support the overview and maintenance of all grants, donor requirements, rules and regulations, and internal and external deadlines, including regular database updates;
Support the development of donor requests and reports, and ensure donor compliance and quality control;
Work to increase the annual program budget and diversify funding sources by actively contributing to the development and review of project proposals, budgets and donor reports;
Set up a strategic watch system to learn about and seize funding opportunities in Help's areas of intervention
Keep abreast of donor priorities and track and share relevant calls for proposals;
Contribute to the continuous improvement of internal grant management systems;
Provide internal helpdesk on donor-related matters, including donor rules and regulations, as well as writing project proposals and reports;
Coordinate the participation and collaboration of technical specialists and other program members in identifying funding opportunities, networking and developing proposals;
Contribute to organizational and program effectiveness, as well as Help Mali reporting, by sharing learning and innovative practices from grant implementation and achievements;
Coordinate the development and distribution of internal reports;
Build positive working relationships with other teams in the coordination office and in the field to coordinate and support the development of high-quality proposals using Help Mali's relevant grant management tools and guidance ( Go/No-go checklist, proposal development timeline, procurement plan, internal budgeting tool);
Lead organizational assessments of partners in accordance with Help Mali grant management procedures;
Review donor contracts, report any point likely to challenge Help Mali's procedures and support contract negotiations;
Work with the finance team to support/advise them in the development of the internal budgeting tool and communication with field offices on the allocated budget;
Coordinate the finalization of donor reports ensuring consistency between narrative and financial reports and compliance with quality standards;
Highlight critical financial issues such as underspending or overspending with finance and budget managers, and follow up in writing on verbal discussions;
Become familiar with all compliance requirements of the Help Mali organization and the donor portfolio and ensure high quality management of grants by meeting key performance indicators and deadlines;
Ensure that all documentation required by donors is available within the grants department by maintaining high level information management and filing systems;
Qualification
At least 5 years of relevant experience in a related field;
Experience in donor relations and grant management, with different humanitarian and development institutional donors;
Experience working in complex/insecure environments and with displaced populations;
Good understanding of donor rules and regulations;
Proven skills and experience in developing reports and proposals
Good personal organizational skills, including time management, and ability to meet deadlines and work under pressure;
Strong analytical skills (data and finance)
Excellent communication, coordination and interpersonal skills;
Experience in staff capacity building;
Willingness to travel to bases and work in a harsh environment as travel demands.
Fluency in English and French, both written and spoken.
