Head of Migration Coordinator Damnok Toek Poipet, Banteay Meanchey province
Project Duration: 1 September 2022 - 31 December 2024 with possible extension and position upgrade.

Report to: Branch Director and Operations Director

- BRIEF BACKGROUND INFORMATION
Damnok Toek (www.damnoktoek.org) is a local NGO, working in Cambodia since 1997 with the aim of supporting vulnerable children such as street children, children with disabilities, and children victims of trafficking/unsafe migration. Damnok Toek (DT) is active in Poipet, Neak Loueng and Kep. Damnok Toek and currently employs over 100 Cambodian staff members and over 700 children benefit from tailored services daily.
In Poipet, DT has been assisting vulnerable children and their families through a range of targeted health, education and vocational programs. Administratively, the DT field office Poipet is supported by the DT Phnom Penh office through finance, MEL and senior management.
- JOB PURPOSE
The purpose of this position through team work is to assist both Branch and Operations Directors in coordinating and managing project efforts amongst project team members to mindfully fight human trafficking and other exploitive forms of migration through prevention, protection and reintegration services and through improved stakeholder coordination under Safe Migration Cambodia (SaMiCa) operation financed Caritas Switzerland (CaCH) and other donors.
Damnok Toek is looking for a dynamic and experienced candidate to assume effective coordination of project results-based management in collaboration with active National Committee for Counter Trafficking (NCCT), NGOs, local authorities and other stakeholders.
This position is to strengthen the 3PC Network which is coordinated by Damnok Toek. The strengthening of the network will make the coordination more efficient and consequently lead to better information sharing, a coherent approach and more coordinated referrals of caseloads of children victims of migration.
- MAIN ROLES AND RESPONSIBILITIES
Project Coordination and Management
Assume effective project coordination and amongst project team and in collaboration with relevant stakeholders;
Assist Branch Director in assuming project management functions to instigate project planning and budgeting through coordination with project team under the leadership of Branch Director;
Undertake regular project coordination meeting for project work plan, budging and progress recording;
Supervise all field project coordinators and lead project planning and execution of project activities to achieve intended outputs;
Work closely with branch finance officer and accountant for both project budget and expenses;
Be the role model in applying DT policies – walking the talk;
Assume project administration works such as project notes taking and be a project representative when authorized by Branch Director;
Supervise and appraise project coordinators work performance;
and Assist Branch Director in project event management and staff capacity building.
Project Monitoring and Evaluation
Assist Branch Director in project monitoring, evaluation and learning (MEL);
Initiate and propose appropriate monitoring tools to project team in consultation with Branch Director;
Assume quality assurance to project activities ensuring that project expected results and indicators stated in the project log-frame are updated and reflected;
Work closely with DT MEL at Phnom Penh to streamline project data and information recording;
Undertake project analysis with the project team members and propose actions to mitigate potential risks; and
Participate in baseline surveys and project evaluation when needed.
Project Communication and Fundraising
Assist Branch Director in project progress report preparation;
Participate in project review workshops and present update progress against planned achievements;
Facilitate donor field visits when authorized by Branch Director;
Assist in preparing relevant project case studies, project capitalization and document significant changes; and
With support from Operations Director, engage in fundraising efforts through active participation in project design and budgeting.
With support from Operations Director, be a focal point of applying KAIZEN Methodology (Continuous Process Improvement) for both personal and organization improvement;
Assist Branch Director in DT monthly or weekly reflection on planned vs achievements;
Assisting Branch Director in identifying problems and challenges and promote suggestions to possible solutions; and
Participate in organizational review and in strategic plan formulation.
- MINIMUM QUALIFICATION AND COMPETENCIES
Local candidate with strong commitment and determination;
University degree in law, public administration or related field;
At least three (2-3) years of professional work experience in project management (planning, implementation, organizing, leading, monitoring and evaluation);
Sound leadership qualities (have the end in mind, sound personal development skills and positive disciplines and inspire others to achieve intended goals and objectives of the project);
Good communication skills;
Fluency in English;
Be proactive and creative;
Will and skills to coordinate and lead others;
Be a team player and act as a role model focusing on 4Es (Effectiveness, Efficiency, Ethics and Environment);
Preferably a resident of the target province;
Ability to work under pressure and meet deadlines;
Strong interest in Child Protection issues and project supporting vulnerable and streetchildren;
Ability and willingness to travel often to project sites and join monthly meeting with HQ support team;
Flexibility and a good sense of humour
