Job Summary
The HR Officer is responsible for managing and executing day-to-day personnel and recruitment operations within the organization, ensuring full compliance with internal policies and applicable labor laws. The role holder contributes to talent acquisition, maintains employee data efficiently with strict confidentiality, and supports the implementation of safeguarding and dignity-at-work policies within the humanitarian context.
Key Responsibilities
Personnel & Record Management
Establish and maintain up-to-date, structured, and secure physical and digital personnel files for all personnel categories (full-time staff, contractors, volunteers, and daily workers).
Track and manage monthly attendance, leave requests, and absences, ensuring thorough verification before submission to the Finance/Payroll department.
Verify that all required onboarding documentation, credentials, and reference check forms are completed by new hires prior to contract signing.
Recruitment & Selection
Organize and facilitate interview panels and technical assessments, managing all candidate communications professionally.
Conduct background and reference checks for selected candidates.
Onboarding & Capacity Building
Coordinate induction and onboarding programs for new hires to facilitate smooth integration and promote understanding of organizational policies.
Collaborate with the Protection/Safeguarding team to ensure all new staff sign the Code of Conduct and Protection from Sexual Exploitation and Abuse (PSEA) policies.
Employee Relations & Reporting
Provide daily HR support to staff members, responding to queries regarding policies, leave entitlements, and benefits.
Submit regular (weekly/monthly) operational reports to the HR Manager covering recruitment progress, staffing movements, and operational challenges.
Maintain strict confidentiality regarding all personal, financial, and administrative data belonging to the organization and its employees.
Perform any other job-related duties assigned by the Line Manager within the scope of work.
Qualifications & Experience
Academic Background:
Bachelor’s degree in Business Administration, Human Resources, Social Sciences, or a related field.
Work Experience:
2 to 4 years of progressive experience in Human Resources (experience within local or international NGOs is strongly preferred).
Skills & Competencies
Technical Knowledge: Strong understanding of HR principles, labor regulations, and operational practices relevant to the humanitarian sector.
Data Management & Confidentiality: High capacity to handle sensitive information with discretion and manage secure archiving systems.
Technical Proficiency: Advanced skills in Microsoft Office Suite (Word, Excel, Outlook).
Languages: Fluency in Arabic and English (advanced written and spoken proficiency).
Adaptability: Ability to perform under pressure within fast-paced emergency response environments.
