Job Purpose:

The HR & Safeguarding officer is responsible for supporting the implementation of HR strategies and policies within the organization to ensure a well-structured, safe, and fair work environment that enhances employee performance and upholds the organization's humanitarian values and applicable labor regulations.
This role includes overseeing the entire employee lifecycle from recruitment to offboarding while contributing to institutional performance through HR file management, recruitment, staff development, and addressing professional conduct and complaints.
Additionally, the HR Officer plays a key role in ensuring compliance with protection policies and the prevention of sexual exploitation and abuse (PSEA), by coordinating with relevant departments, activating safe complaints channels, and acting as a protection focal point when required.

Key Responsibilities and Duties:

Contribute to ensuring all staff comply with HR policies and procedures in accordance with POINT’s HR manual and Syrian labor law.

Provide advice and technical support to management and staff regarding internal policies and procedures.

Ensure leave schedules are regularly updated to balance work requirements with staff rights.

Monitor staff attendance, ensure timely submission of attendance sheets, and prepare accurate monthly payrolls.

Communicate with candidates and coordinate interview and technical test schedules when applicable.

Prepare employment contracts and collect and archive all recruitment documents in line with HR systems.

Maintain and update staff files (both hard and electronic copies) accurately, systematically, and confidentially.

Organize and implement onboarding and orientation programs for new employees to ensure their smooth integration into the work environment and introduce them to the organization’s policies and procedures.

Follow-up on staff performance, provide necessary support for improvement, and address related issues.

Promote a positive work environment that respects dignity and rights, ensuring staff satisfaction and engagement.

Support the implementation of performance evaluations in coordination with relevant departments and document them systematically.

Follow up on the implementation of project-related training plans, ensuring collection and archiving of certificates and training outputs in staff files to document professional development.

Ensure proper implementation of contracting and contract termination procedures in compliance with the organization’s approved policies and systems.

Adhere to POINT’s values and organizational behavior based on respect, integrity, teamwork, and initiative.

Provide general administrative support and manage office requirements, including logistics and supplies.

Perform any other tasks assigned by the direct supervisor as needed.

Protection and Focal Point Responsibilities

Act as the main focal point for protection and Prevention of Sexual Exploitation and Abuse (PSEA) within the office.

Receive and handle complaints and reports related to protection and professional conduct with strict confidentiality, ensuring the principle of non-retaliation.

Ensure the existence of clear and safe complaint channels and raise staff awareness of the organization’s protection policies and mechanisms.

Contribute to building an organizational culture based on accountability, integrity, and the protection of both beneficiaries and staff from any form of abuse or exploitation.

Uphold the “zero tolerance” policy on sexual exploitation and abuse and immediately report any potential violations in accordance with approved policies.

Required Qualifications, Experience, and Skills:

A minimum of a bachelor’s degree in a relevant field.
At least 3 years of experience in humanitarian work in similar HR and administrative roles.
Strong knowledge and practical experience in the full recruitment cycle.
Excellent organizational skills and the ability to analyze and solve problems.
Strong interpersonal and communication skills.
good level in both English and Arabic is an asset.
Proficiency in Microsoft Office programs.
Good reporting and documentation skills.
