Position Purpose


The Human Resources Manager (HRM) will guide and manage the overall human resources function, with the aim of ensuring that FH Philippines is a healthy work environment where staff can live out the organization’s Heartbeat. In alignment with FH Association’s HR strategy and standards, in close coordination with regional HR, the HRM will develop and implement the country HR strategy, support organizational priorities and build HR team capacity and efficiency.


The HRM will be instrumental in all change management and will actively seek to reduce risk through appropriate policy development and implementation per labor law and NGO considerations.

Key Result #1: HR strategy, policy and legal compliance


  1. Develop HR strategy and plans that supports the Country office strategy, and is in alignment with FH Association HR strategy and standards and Region and Global initiatives;


  1. Partner with other department leads on project / program development and organizational strategy, ensuring that appropriate HR inputs are provided and incorporated during development and implementation;


  1. Support organizational leaders in change management, guiding communication in terms of restructuring, policy changes, addressing organizational challenges, and other employment-related issues;


  1. Oversee annual staffing plans and personnel budgeting, working closely with department heads and organizational leaders on organizational design and manpower planning;


  1. Manage policy reviews and development, ensuring that HR policies are aligned with country labor law and Global FH policy standards, addresses organizational needs and complies with NGO best practices;


  1. Advise country leadership in legal issues relating to employment, seeking advice from relevant authorities as appropriate;


  1. Advise and guide management and staff on the interpretation and execution of HR policies and procedures, ensuring compliance with applicable labor laws and government regulations, and FH Association standards; and


  1. Play an advisory role in disciplinary procedures and grievances, addressing staff complaints and conducting investigations if required.


Key Result #2: Team and department management


  1. Lead HR team, ensuring clarity over strategy, plans and priorities; provide supervision, guidance and mentoring, encouraging effective teamwork and inclusiveness;


  1. Work with HR team and line managers to ensure that performance management system is implemented and conducted effectively;


  1. Proactively address staff issues, implementing problem-solving and mitigation measures with senior management and HR team;


  1. Advise line managers on the most suitable approaches to fill open positions in a timely manner, focusing both on candidate quality and cost effective means;


  1. Provide spiritual and leadership support to direct reports;


  1. Create structured opportunities for continued professional development of HR team; and


  1. Manage the department budget and finances through planning, forecasting and budget allocation.


Key Result # 3: Coordinate compensation and benefits schemes


  1. Participate in periodic market surveys and make recommendations on pay and benefits based on market data in collaboration with FH Global and Regional HR;


  1. In coordination with FH Global and Regional HR, implement job grading system;


  1. Implement compensation and benefits policies and schemes in line with local labor law per guidance from Regional HR and in compliance with global standards and systems


  1. Work closely with ED and Finance Manager on approvals and directions regarding staffing cost, salary levels, and financial matters regarding the employment of staff; and


  1. Manage contracts for benefits and external service providers.


Qualifications: Bachelor’s degree (B. A.) from four-year college or university and certificate in Human Resource Management or a related field; At least eight years related experience in an HR context; Direct experience within an international NGO and a Master’s degree is a plus; or equivalent combination of education and experience.


Supervisory Responsibilities: Directly supervises staff. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints, resolving problems, etc.


Language: Proficiency in spoken and written English and Tagalog. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions.
