Description

We are seeking an experienced International Investigator to join our Ukraine team. The successful candidate will enhance national investigative capabilities and support specific investigative techniques relevant to international crimes.

Duty Station: Kyiv, Ukraine, with potential for occasional travel to the regions. Due to the nature of the work, approximately 75-80% on-site presence is required.

Contract Duration: 6 months with probable extension.

The Challenge

Enhance national investigative capability across mobile justice teams.
Act as a focal point for specific investigative techniques relevant to international crimes.
Maintain an active awareness of capabilities, requirements, and donor offers within the technique areas.
Develop the mindset of investigators to see ‘national crimes’ in an ‘international crimes’ context.
Promote the requirement/means to aggregate individual incidents into a pattern - or command-cases.
Incorporate multiple investigative approaches to ensure the broadest possible collection of evidence.
Support in ensuring procedures for disciplined chain of custody requirements.
Offer practical guidance for securing and processing major/large crime scenes.
Support field visits and investigation support missions.
Identify investigative shortcomings and develop/deliver as-needed training/mentoring to rectify issues.
Provide assistance to other MJT members as required.
Your Background

10+ years of relevant investigative experience in war crimes, crimes against humanity, or genocide.
Experience in large and complex investigations.
Experience covering the spectrum of tasks arising in war crimes prosecutions.
Ability to work effectively with the whole range of criminal justice actors.
Flexible and creative; able to work in an unstructured, changeable & fast-moving environment, proactive, anticipating problems, and solutions orientated.
Able to work independently without detailed guidance to get started; can be given a ‘desired outcome’ and is able to plan the actions required to reach it.
Practical thinker, able to break down and pursue the elements required to operationalize an investigative/prosecutorial strategy.
Administratively competent; able to manage to compete for urgent demands.
Practical experience in working with highly sensitive material and an ability to demonstrate the requisite skill in storing, sharing, and working with such material.
Experience working in a post-Soviet country / legal system is desirable.
Practical experience working with justice actors is desirable.
Experience working within a legal team at one of the international ad hoc tribunals is desirable.
Fluency in English - Written and verbal skills.
