Mobile Justice Teams (MJTs) are groups of local and international experts, and practitioners collaborating with, and in support of, local justice actors, such as Ukraine’s Office of the Prosecutor General (OPG) and Regional Prosecutor Offices (RPOs), to advance Ukraine's capacity to investigate and build complex command-level cases into international crimes through tailored support and the institutionalisation of international standards and best practices. The MJTs are organised across thematic areas to address context-specific and cross-cutting legal issues. The teams work in the most affected regions of Ukraine to provide advisory and case-building support, focusing on supporting prosecutors and investigators in their investigations and prosecutions.

We are seeking an International Lawyer/Mobile Justice Team Lead to join our team. The International Lawyer / MJT Lead (Crimes against Humanity) leads a team of international and national lawyers providing support for the development of sustainable national capacity to investigate and prosecute crimes against humanity through an integrated package of legal guidance, institutional capacity-building, and practical case-building support in Ukraine.

Responsibilities

Provide overall strategic direction to the team in close coordination with the Principal Legal Advisor and the Programme Director, other MJT and Deputy Leads.
Lead in the preparation and implementation of team work plans and other planning documentation including project deliverables.
Plan activities in accordance with current project outputs, indicators and goals.
Establish and maintain a regular contact with primary beneficiaries (e.g. OPG, RPOs, National Police of Ukraine, Security Service of Ukraine) to identify evolving needs and coordinate the support efforts.
Support key beneficiaries through the development of standard operating procedures, tools and methodologies, strategic advice on investigations and case-building, training
materials, and the delivery of tailored capacity-building initiatives.
Ensure regular & constructive dialogue with other actors, including international organisations and local CSOs, to foster meaningful collaboration, avoid duplication and promote complementarity and harmonisation of support.
Develop and lead the implementation of the team’s visibility and strategic engagement plan, in coordination with the Legal Outreach Coordinator, the Communications Lead, and other teams to ensure continuous public engagement with the team’s work.
Liaise with relevant internal teams and, where appropriate, external counterparts to ensure legal coherence.
Attend, where necessary, round tables, conferences, and workshops to amplify the work of the MJTs.
Manage the team’s resources in a way that enables meeting internal and external deadlines, which comply with all internal rules.
Ensure effective skills transfer and capacity building through mentoring and coaching of the team.
Ensure the team is compliant with all internal administrative, operational and security policies and requirements.
Support risk identification and mitigation across legal activities.
Ensure effective communication with the Principal Legal Advisor and the Programme Director, other team leads and focal points.
Contribute to the ongoing development of the team's work by identifying potential areas for future activity and collaboration, consistent with strategic priorities.
Adhere to regular internal reporting deadlines and provide substantive reporting - monthly / quarterly, or as directed by the Principal Legal Advisor and the Programme Director- ensuring they meet the required level of detail and adhere to the specified format.
Perform other tasks as requested (or authorised) by the Principal Legal Advisor and reasonably foreseen under the scope of work.
Your Background

12+ years of relevant legal / investigative experience in international crimes including, specifically, crimes against humanity.
Significant experience in high-volume criminal investigations and case-building including, specifically, concerning crimes against humanity; with practical experience in a national jurisdiction; practical ICL and IHL experience.
Practical experience working with justice actors, preferably within a national or international prosecution team.
Practical experience developing and delivering capacity-building activities including training of trainers including, specifically, concerning crimes against humanity.
Experience leading sizable teams of different cultural backgrounds.
Strong organisational and coordination skills.
Flexible and creative; able to work in an unstructured, changeable & fast-moving environment, proactive, anticipating problems and solutions orientated.
Ability to identify emerging opportunities, think creatively, and develop strategic partnerships that strengthen coordination and promote visibility.
Strong interpersonal and relationship-building skills.
Able to work independently without detailed guidance to get started; can be given a ‘desired outcome’ and is able to plan the actions required to reach it.
Practical thinker, able to break down and pursue the elements required to operationalise an investigative/prosecutorial strategy.
Practical experience of working with highly sensitive material and an ability to demonstrate the requisite skill in storing, sharing, and working with such material.
Strong understanding of the Ukrainian factual, legal and institutional contexts.
Strong analytical, drafting, and review skills.
Availability and willingness for regular travel to Ukraine, including its regions.
Fluency in English - Written and verbal skills.
Fluency or competency in Ukrainian or Russian is desirable.
