Job Purpose
The ME Manager is the primary technical resource on Monitoring, Evaluation, Learning and Knowledge Management in IFRC Turkey. S/he is responsible for ensuring that programs are designed, implemented and evaluated in accordance with set policy and standards. The ME Manager also supports the identification and implementation of innovative approaches to ME and enforces a culture of continuous learning, reporting and improvement within the programs. Adopting a Results Based Management approach (RBM), the MEL Manager will ensure clear and accurate reporting on results achieved by an intervention in order to promote critical analysis and learning to support informed decision-making and impact assessment.
In close collaboration with TRCS M&E units the ME Manager is responsible for leading the implementation of the M&E framework for the ESSN programme, enhancement of the monitoring, evaluation and learning aspects of the programme as well as for managing the IFRC ESSN M&E and Knowledge Management and Research (KM&R) team. He/she will make sure that the technical quality of the data is relevant to the needs and the data gathered informs the wider programme actions. Where relevant, the post-holder will mentor and/or support the capacity of TRCS in the field of Monitoring, Evaluation, Analysis, Learning and Reporting. The ME Manager will work in close collaboration with the Information Management (IM) and Community Engagement and Accountability (CEA) teams. The ESSN M&E Framework was developed jointly with TRCS
Job Duties and Responsibilities
Strategic Development of Monitoring, Evaluation, Accountability and Learning
Oversee the enhancement of the M&E system for the ESSN programme, based on the existing M&E framework jointly developed with TRC.
Ensure oversight and compliance in regard to the ME requirements of the ESSN Programme and Donor priorities.
Lead design of M&E data collection exercises jointly with TRC, ensuring that systems are in place to collect reliable and timely data that captures the programme’s implementation, based on reporting requirements, internal information needs, and quality standards.
Ensure the adaptation of a variety of qualitative and quantitative data collection methodologies, including proper sampling strategies and identification of appropriate research
Establish regular review of data sources, collection methods and management systems for quantitative and qualitative data with IM teams.
Provide technical support to all work streams to ensure that planned monitoring, evaluation and learning engages with and reflects the voice of affected populations.
Coordinate with external actors to maximize coordination and collaboration around data collection, to benefit from secondary data and reduce duplication and the negative impact of assessment fatigue.
Support TRC with enhancing Market Monitoring capacity and activities and technical MEB revisions, as relevant
Undertake field monitoring visits with technical and TRC teams.
Program Quality and Effectiveness
Provide technical advice and guidance to operational leadership and to technical programme/work-stream leads and on-the job training and mentoring in all areas of monitoring, evaluation/review, reporting, learning and accountability.
Proactively develop and lead effective systems and processes to measure impact at program/work-stream level for accountability and learning.
Establish processes and systems to ensure the use of information for learning and program adaptation across work streams and programs
Coordinate and oversee any surveys, reviews, lesson-learning exercises/workshops, evaluations, or other relevant studies, to ensure they are timely, useful and ethical and uphold IFRC’s criteria and standards.
Lead on determining the relevant research, studies and needs assessments in collaboration with the work-stream leads and the Capacity Building and Learning unit.
Learning, influence, and engagement
Coordinate with the Capacity Building and Learning unit to set up systems and forums to capture and share operational learning
Promote learning and information sharing from all operational monitoring, reviews or evaluations so that it can inform decision-making and the direction of the operation
Provide support in ensuring the quality of reporting with relevant and appropriate outcomes that are evidence based by contributing to the internal and external reporting requirements.
Support capacity sharing opportunities with TRCS to enhance their reporting skills and systems, based on need and request
Identifying ways to capture learning or good practices and disseminate with the engagement of the operational management and program/work-stream leads.
Staff management, coaching and development
Maintain a ME team structure with adequate staffing and capacity levels and clearly defined reporting lines, roles and responsibilities and relevant job descriptions.
Ensure unit work plans and budgets are monitored and reviewed regularly
Ensure staff have sufficient skills to carry out their responsibilities and have a deeper understanding of their roles through training, performance management and others.
Promote accountability, communicate expectations, and provide constructive feedback informally and formally via regular one-on-ones and performance reviews.
Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
Education
Required
Graduate degree in social science, humanitarian studies or other relevant areas
Preferred
Post-graduate qualification in a M&E or related field
Basic Delegate Training Course or IMPACT., ERU or CAP Training
Experience
Required
At least 5 years of experience in the humanitarian sector focused on project planning, monitoring, evaluation and reporting.
Experience in working within the different components of the RC/RC Movement especially working with National Societies and/or in the field.
Experience in cash transfer programming and/or social safety nets
Strong background in report-writing and product delivery to tight deadlines, experience with ECHO grant reporting preferred.

Strong skills in designing and using M&E concepts, tools, and best practices
