Help is seeking a qualified professional to fill the position of MEAL Officerfor its Emergency assistance programme to ensure support of programme activities.

Help is seeking a qualified professional to fill the position of MEAL Officer. The MEAL Officer will work under supervision of the Project Manager and will be responsible for the support of program activities.
Location: The MEAL Officer will be based in Kyiv.
Starting date: ASAP
Duties and Responsibilities:
Monitoring and Evaluation
Develops registration forms and other means for conflict-affected population to request aid.
Collects, sorts, and maintains registries of requests for aid from people affected by the full-scale Russian aggression in Ukraine
Establishes data flow mechanisms, including data collection, storage, analysis, interpretation, and timely feedback from scratch.
Conducts data quality verification in the areas of operation, identifying sources of errors and inconsistencies and providing feedback that would improve data management.
Ensures disaggregation of all data by sex, age, disability status, and others, as well as by project, donor, geographical area, activity etc.
Centralize all data collected.
Follows up the program indicators.
Regularly reports on the data collected.
Produces M&E reports containing summary data, reviewing overall performance against targets
Accountability and Learning
Sets up and maintains proper Complaints Response Mechanism (CRM) for activities where each complainant is properly recorded and responded, and lessons learned.
Ensures that all staff fully understands and promotes accountability to affected population.
Ensures that project activities are designed to promote feedback and response mechanisms and include systems to effectively manage complaints.
Acts as a supervisor to the MEAL Assistant.
Qualifications and Skills:
University degree preferable
1-2 of experience in the field.
Advanced knowledge of English and Ukrainian is a must.
Proficiency in Excel.
Analytical and organizational skills.
Good communication and interpersonal skills, initiative, responsibility.
Ability to work both independently and as a part of the team.
Ability to learn quickly and adjust to new assignments.
Previous experience in civil/NGO sector, both local and international, with similar scope and type of work will be considered as an advantage.
Reporting and communication:
The MEAL Officer reports to the Project Manager according to the reporting procedure set by Help.
