The ICJ is seeking to recruit a maternity cover (estimated 4-5 months) a Monitoring, Evaluation and Learning (MEL) Officer to continue supporting the organization’s efforts to develop and/or strengthen systems, practices and tools that foster a results-based approach. This will include supporting programme staff to implement projects in line with this approach, as well as to advise staff on the development and implementation of new and on-going programmes and projects, from a MEL perspective.


As part of the Development and Donor Relations unit, MEL Officer holds the following responsibilities:

• Act as the central focal point in the Programme Management and Donor Relations team for all MEL-related matters.

• Coordinate the preparation for, lead the development of, and finalise key parts of:

- The 2023 annual workplan package (AWP) due for submission to core donors by 31st March 2023

-The 2022 annual progress report (APR) package to core donors, due for submission by 30 June 2023.

• Advise on, and contribute to the development of, proposals as per need and in coordination with the Fundraising Officer, focusing on MEL aspects (intervention logic / results chain / log frame; M&E plan; etc.).

Essential Skills

• Proficient in English, both spoken and written;

• Demonstrated analytical and report-writing skills;

• Ability to translate narratives into matrices;

• Ability to effectively communicate and work as a team member with collaborative partners in a multi-cultural environment; • Ability to work productively and accurately while under pressure;

• Proficient in Microsoft Office applications (Word, Excel, Outlook).


A University degree in a relevant filed, such as political science, law, social sciences or development


At least five years’ experience in implementing projects (preferably including in the field) and in designing and implementing Monitoring, Evaluation and Learning systems, including at the organizational level, and using the Results-Based Management (RBM) approach, Logical Framework Approach (LFA) or equivalent
