The Monitoring, Evaluation & Learning (MEL) Specialist will be part of the International Programme & Policy Team (IPP). The IPP team is responsible for coordinating the continued support, development and implementation of our programmes in more than 13 partnership countries in Africa, Asia and the Middle East.


We are organized in three units (Programme management Unit, People2People Unit and the Humanitarian Unit) and work with a thematic focus on Democracy and Civic Space, Climate Justice and Youth in Crises. AADK is part of the ActionAid Federation which makes it possible for us to be present in more than 45 countries worldwide. Our partners are national ActionAid civil society organisations with whom we collaborate for just, feminist, green and resilient societies.


The tasks


As the MEL Specialist, you will report to the Head of International Policy and Programme team (IPP), while working closely with the Senior MEL Coordinator, AADK’s Programme Managers, staff in the International unit, as well as colleagues in partner countries. The tasks will include:


Monitoring & Evaluation


Provide technical leadership for the development of theories of change, result frameworks and MEL systems for programmes across development and humanitarian contexts.

Develop and support the effective application at global and programme level of MEL guidance and tools with a particular focus on data collection, Value for Money and Outcome Harvesting.

Spearhead quality assurance, analysis and evaluation of data and reports coming from teams and partners for the documentation of results and capturing best practice and learning.

Ensure that MEL frameworks at all levels ensure participation of the targeted right holders and that crosscutting priorities, such as localization and adaptive programming, are integrated in frameworks and aligned with CHS standards.

Support MEL capacity strengthening of partners and AADK staff including partaking-in and designing key meetings, processes and trainings including selected country partnership visits.

Impact & Learning


Develop models and tools for impact assessment and documentation and support the design of internal and external reviews and evaluations.

Develop the AADK approach to Value for Money across the Strategic Partnership Agreement (SPA) with Danida and beyond.

Support the exchange of experiences and learning loops across programmes and contexts including designing the necessary systems allowing for adaptations.

Lead editor and writer of the annual reporting to Danida on the SPA Agreement in close collaboration with the Senior MEL Coordinator.

Inform the annual consultations with Danida and reporting on results in the International Aid Transparency Initiative (IATI).

Skills requirements


5 years of experience in a similar role of designing, monitoring, evaluation and learning systems, tools and processes from local to global level across development and humanitarian contexts within an international agency or structure.

At least 5 years of documented skills in information/data quality assurance and analysis, proven ICT skills and use of database software as well as writing of reviews and reports documenting results.

Substantial documented experience and applied knowledge with models for Value for Money, Outcome Harvesting, Outcome Mapping and similar participatory methods for results documentation, effectiveness, and learning.

Experience of working effectively with local civil society partners at country-programme level across humanitarian and development contexts.

Educated to degree level in the fields of Social Science, Development Studies, Human Rights, Governance or other relevant humanities.

Excellent written and spoken English. French or Arabic an advantage.

Experience with youth-led and activist programming an advantage

We offer you


A fixed-term contract for a minimum of 4 years with approximately 2 weeks of travel per year;


Duty-station will be in one of the ActionAid’s member offices that holds a Strategic Partnership Agreement with AADK: Zambia, Denmark, Kenya, Liberia, Tanzania, Mali, Ethiopia, Bangladesh, Zimbabwe, Mozambique, Uganda, Jordan, Palestine or Nigeria. The choice of placement may depend on AADK strategic priorities or local conditions (such as work permit processes, local political tensions, national regulations etc.);
