Introduction:

The Monitoring and Evaluation (M&E) Manager will lead the Monitoring, Evaluation, Accountability, and Learning (MEAL) efforts at Adyan Foundation. The Manager will supervise all M&E staff, ensuring alignment of their work with organizational goals. The role focuses on developing and implementing robust MEAL frameworks, outcome harvesting, and research methodologies. Also, it includes coordinating data collection and analysis processes, and ensuring programs align with Aydan's mission and strategic objectives. The Manager will also provide technical guidance, team management, and capacity-building support to program staff while ensuring compliance with donor requirements and international MEAL standards.

Main Responsibilities:

1.Monitoring, Evaluation, Accountability and Learning:

Design and implement organization-wide MEAL frameworks that integrate both qualitative and quantitative methods.
Conduct outcome harvesting to identify and analyse changes brought about by programs.
Ensure the alignment of MEAL processes with program objectives, donor requirements, and international standards.
Develop and oversee accountability systems, including beneficiary feedback and complaints mechanisms.
Conduct field visits (in and outside Lebanon) to monitor project implementation and validate data collection.
Analyze program outcomes and provide evidence-based recommendations to improve performance and impact**.**
2. Data Collection, Analysis and Quality Assurance:

Lead research initiatives, including needs assessments, to inform program design and strategy.
Develop and implement rigorous evaluation methodologies for program assessments.
Oversee the development of digitized data collection and reporting tools.
Ensure accurate and consistent data collection, analysis, and documentation across all projects.
Synthesize and analyze project data to prepare high-quality internal reports and donor submissions.
Establish and enforce data quality assurance measures across projects.
3. Team Management and Coordination:

Supervise and mentor the M&E team, ensuring clear roles, responsibilities, and professional growth opportunities.
Coordinate with program/project managers and external partners to align MEAL activities with timelines and objectives.
Act as the focal point for MEAL-related matters with donors and other stakeholders.
Organize and lead regular team meetings to review progress and address challenges.
4. Capacity Building:

Lead training sessions for program staff on M&E tools, methodologies, and quality standards.
Build organizational capacity to integrate lessons learned into project design and implementation.
Promote a culture of learning by sharing insights and best practices across teams.
4. Reporting and Communication:

Ensure the timely preparation of M&E reports, adhering to donor and internal reporting requirements.
Present M&E findings, outcome-harvesting results, and research insights to internal teams, external partners, and stakeholders.
Contribute to proposal-writing by providing M&E inputs, including indicators, methodologies, and logical frameworks.
5. Learning and Adaptation:

Plan and manage internal and external evaluations, ensuring the use of rigorous evaluation methods.
Facilitate after-action reviews and lessons-learned workshops to improve program design and delivery.
Integrate findings from evaluations, research, and beneficiary feedback into program strategies.
6. Needs Assessment and Adaptation

Oversee the design and implementation of needs assessments to identify gaps and opportunities for program interventions.
Monitor emerging trends to ensure program adaptation to dynamic contexts
Collaborate with stakeholders to align interventions with community needs and organizational goals
Qualifications:

Master's degree in a relevant field (e.g., social sciences, international development, statistics).
At least 5 years of relevant experience in MEAL roles, including research, evaluations, and needs assessments
Expertise in qualitative and quantitative research methods.
Strong knowledge of outcome harvesting and evaluation methodologies.
Proficiency in data analysis tools (e.g., Excel, SPSS, Activity Info, or Atlas.ti).
Strong leadership and team management capabilities.
Experience in capacity-building and training delivery.
Excellent report writing and presentation skills.
Fluent in English and Arabic (French is a plus).
Other Requirements:

Willingness to travel within Lebanon, and to Iraq and other MENA countries when necessary.
Strong interpersonal skills to collaborate with diverse stakeholders.
