Health Equity International/St. Boniface Hospital (HEI/SBH) is seeking an M&E Director to provide implementation, oversight, and strategic direction for its project M&E activities at SBH. SBH in Fond des Blancs is a health facility whose mission is to provide essential health services to the population of southern Haiti, particularly the most vulnerable.

 

The primary objective of the position is to provide technical and administrative leadership to develop the framework, plans, and indicators for all projects of the institution to ensure the collection, analysis, and reporting of quality data and to supervise all M&E department staff in agreement with the other department directors. The M&E Director will help apply organization rules and principles both to improve the satisfaction, quality, and reliability of the information system and strengthen decision-making capacity. They will oversee and manage the M&E team to design and implement M&E activities, ensuring that lessons learned are incorporated into project implementation to continuously improve the quality of interventions and outcomes.

 

The M&E Director will work in collaboration with the HEI team to capture performance results and provide effective, accurate, and timely monitoring, evaluation, and reporting of all project activities. They will liaise with consortium partners and the Ministry of Health to implement monitoring and evaluation activities.

 

Roles and Responsibilities:

 

Provide participatory leadership and integrated M&E direction to ensure that all projects achieve their goals and corresponding objectives and targets;

Develop and oversee the data flow model for all projects of the institution to ensure timely data collection and reporting;

Oversee the design and implementation of the project performance and results framework, including routine reporting of service delivery data, baseline and final evaluations, and all follow-up for process and outcome evaluations;

Ensure that all staff have a clear understanding of the results framework including indicator definitions, program objectives, and data sources as well as the data collection and integration cycle;

Work with designated staff in the design of monitoring tools and guides and data collection and interpretation;

Make regular and timely presentations to institutional staff in collaboration with the hospital's academic affairs coordination;

Collaborate with HEI team and submit monthly reports according to organizational guidelines;

Ensure high-quality implementation in accordance with institutional and national M&E guidelines, protocols, information, and reporting systems;

Lead strategic collaborative efforts based on institutional needs with key partners to learn from project data and adapt interventions accordingly;

Ensure data quality through periodic data verification procedures, including routine data quality audits to ensure effective use of data for strategic decision making and project planning;

Be actively involved in all quality of care improvement initiatives in collaboration with medical management and promote research within the institution;

Coordinate all M&E capacity-building activities with M&E department staff, implementing partners, and institutional staff;

Ensure participant data protection and confidentiality through good housekeeping procedures; and

Lead the recruitment process and establish an effective framework for staff supervision and acquisition of training and skills to meet changing staff needs.

Expected Qualifications

 

Master's degree or higher in Public Health, Epidemiology, Statistics, or related field;

At least 5 years of professional experience in monitoring and evaluation of large national and/or international health sector development projects;

Demonstrated expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis, and presentation;

Excellent management, coordination, teamwork, and planning skills, with a demonstrated ability to work effectively with multiple host-country counterparts in the public and non-governmental sectors;

M&E experience in a hospital setting in the areas of reproductive, maternal, newborn, and child health, nutrition, water, sanitation, and hygiene;

Familiarity with Haiti's health management information system and other national M&E systems, preferably with experience living and working in Haiti;

Strong technical skills, including the ability to process and analyze data using one or more statistical software programs, including at least one of the following: SPSS, Epi-Info, Stata, MS Access, MS Excel;

Demonstrated exceptional leadership, strategic thinking, organizational, team building, and advocacy skills; and

Excellent oral and written communication and presentation skills in English and French.
