Job Purpose

ARDD is seeking a motivated and experienced Monitoring and Evaluation (M&E) Officer to support the effective implementation of M&E activities across its projects and programs. The M&E Officer will play a key role in designing M&E frameworks, managing data collection and analysis, supporting program learning, and ensuring the quality and accountability of project outcomes.

Working across multiple projects, the M&E Officer will:

Ensure robust frameworks, tools, and mechanisms are in place for monitoring ARDD’s progress toward strategic objectives.
Maintain M&E systems that align with donor requirements and project goals.
Facilitate data-driven decision-making through continuous assessment, reporting, and learning.
Support compliance with ARDD’s internal policies and standards.
Key Responsibilities and Duties

Framework Development and Implementation

Contribute to the design and implementation of M&E systems, tools, plans, and procedures for ARDD programs and projects.
Develop logical frameworks, results matrices, and M&E plans tailored to each project.
Support the integration of M&E systems into project design, including indicators, baselines, and targets.
Data Collection, Analysis, and Reporting

Collect, analyze, and interpret both qualitative and quantitative data related to project activities.
Maintain and update the project database (MIS) and ensure data integrity.
Use tools such as KOBO, ODK, and Power BI for digital data collection and reporting.
Generate periodic M&E reports and support narrative reporting to donors and stakeholders.
Learning and Evaluation

Support baseline, midterm, and final evaluations as well as other assessments.
Synthesize findings into key lessons learned to improve project design and implementation.
Organize and facilitate learning sessions with project teams and partners.
Capacity Building and Coordination

Conduct training and capacity building on M&E tools and approaches for ARDD staff and partners.
Provide technical support to project teams to ensure accurate and consistent data collection.
Conduct regular field visits to verify project implementation and engage with beneficiaries.
Accountability and Compliance

Ensure implementation of ARDD’s M&E policies, SOPs, and donor compliance requirements.
Support efforts to promote accountability to affected populations, including through feedback mechanisms.
Other Responsibilities

Contribute to strategic and operational planning processes.
Support external evaluations and audits when required.
Perform any other M&E-related tasks assigned by the supervisor.
Qualifications and Requirements

Bachelor’s degree in Social Sciences, International Development, Statistics, Economics, or a related field.
Minimum of 3 years of experience in an M&E role, preferably within the humanitarian or development sector.
Demonstrated experience in designing and implementing M&E systems and tools.
Proven ability to analyze complex datasets and produce clear, actionable reports.
Strong command of English and Arabic (written and spoken).
Excellent skills in Microsoft Office Suite; proficiency in KOBO, ODK, Power BI, or similar platforms is highly desirable.
Strong interpersonal skills, team spirit, and ability to work collaboratively in a multicultural environment.
Ability to manage multiple tasks, work under pressure, and meet tight deadlines.
Knowledge of the Jordanian context and previous experience working with local communities or NGOs is a strong asset.
