Main Purpose of the Assignment
The main purpose of this role is to be a Monitoring and Evaluation Specialist supporting the delivery of biometrics in a digital health census project to monitor receipt and response to vaccinations in rural India.
Overall Scope of Work
The engagement is expected to be roughly 4 months based on the project timelines. In this role, the consultant will be responsible for:
Developing an understanding of the project context and operations and providing technical advice on monitoring and evaluation components.
Suggest appropriate research frameworks for which a study on user and community adoption of technology could be considered.
Developing a Terms of Reference for a third party research company to conduct Operational Research to investigate user performance and community acceptance of biometrics.
Provide technical review of submissions for the operational research and recommend the most appropriate supplier.
Act as the key focal point between third party research company and Simprints.
Review and provide feedback on all research related documents, including research design, inception report, data collection tools, draft and final reports.
Support Simprints in extracting key lessons for future similar projects.
Successful applicants for this consultation should demonstrate:
At least 8 years experience in the international development sector, conducting monitoring, evaluation, ideally within the health sector.
Strong experience in providing technical support to monitoring and evaluation design, rigorous qualitative and quantitative data analysis, reporting and field-based research/interview or survey services.
Experience in consultant management, including excellent communication and quality assurance skills.
Ability to work remotely within a virtual team.
