Position Overview:

The Damascus based Operations and Information Technology (IT) Office will be responsible for providing efficient IT support, strengthening cybersecurity and digital security practices, managing IT assets and inventory, supporting procurement of IT-related equipment, and contributing to smooth operational support across programme locations.

The role combines first-level IT support, cybersecurity awareness, asset management, inventory control, vendor coordination, and field operations support. The post holder will ensure that IT systems, equipment, warehouse records, and operational processes are properly maintained, documented, compliant with organisational and donor requirements, and responsive to programme needs. The role will support the Operations Manager in maintaining compliant and efficient operational processes while serving as a key coordinator for day-to-day operations.

Principal Duties and Responsibilities (Essential Functions):

IT Support, User Services, and Digital Security

Serve as the first line of IT support for staff across programme locations, responding to and resolving issues related to hardware, software, connectivity, printers, peripherals, user accounts, and other IT needs.
Diagnose and troubleshoot technical problems remotely using appropriate diagnostic techniques and follow-up actions.
Escalate complex or unresolved issues to the Operations Coordinator, Senior Operations Manager, UK Global Technology and Infrastructure Division (GTID), HQ GTID, or other relevant support teams as required.
Manage user accounts, permissions, access rights, and IT resource usage in accordance with organisational policies.
Install, configure, maintain, and support computers, software, printers, peripherals, and other IT equipment.
Oversee the inventory, tracking, maintenance, and lifecycle management of all IT assets and equipment.
Configure new staff workstations, map printers, and train staff on the effective use of office IT equipment, including multi-function printers.
Coordinate preventive maintenance, software updates, licensing, and IT service schedules.
Develop user guides, quick-reference materials, and awareness resources to support effective and secure use of IT systems.
Deliver digital security and operational security training to staff and downstream partners, ensuring compliance with organisational policies and standards.
Support the implementation of new corporate systems, technology solutions, and policies introduced by Chemonics.
Identify and address internet connectivity challenges to maintain secure and reliable access to organisational systems and collaboration platforms.
Ensure IT systems meet programme, security, interoperability, and integration requirements.
Oversee office alarm systems and coordinate with security vendors as required.
Supervise and support IT and Inventory Officers, providing guidance, monitoring performance, and serving as the escalation point for technical issues while liaising with Chemonics Headquarters GTID teams when necessary.
Asset and Inventory Management

​Maintain accurate asset and inventory records in accordance with Chemonics and FCDO reporting requirements.
​Support asset registration, tagging and tracking processes.
​Conduct regular inventory counts and asset verification exercises.
​Monitor asset movement and maintain asset transfer records.
​Assist in safeguarding programme assets and ensuring appropriate utilization.
​Coordinate asset maintenance, repairs and replacements as necessary.
​Support asset disposal and write-off processes in accordance with approved procedures.
​Prepare periodic inventory and asset management reports.
​Support implementation of internal controls related to asset management and inventory tracking.
Procurement and Operational Support

​Support the full procurement process for IT-related equipment, from planning through contract close-out, ensuring compliance with organizational and donor requirements.
Prepare and manage procurement documentation, including RFQs, RFPs, ITTs, purchase orders, sole source justifications, and procurement memoranda.
Source vendors, obtain quotations, maintain supplier records, and support vendor due diligence and vetting activities.
Maintain complete, accurate, and audit-ready procurement files and documentation.
Develop, automate, and maintain digital workflows and tools for travel management, including travel requests, approvals, tracking, and related records.
Assist in organizing and implementing workshops, trainings, meetings, and other program events as required.
Oversee office alarm systems and coordinate with security equipment vendors.
Deliver onboarding and refresher training on digital and operational security policies and procedures for staff.
​ Compliance and Systems Support

​Maintain operational, procurement and logistics filing systems in accordance with programme requirements.
​Support preparation for internal reviews, audits and donor assessments.
​Ensure filing systems remain complete and compliant.
​Monitor completion of required operational documentation.

Qualifications & Experience:

A: Professional Competencies:

Bachelor’s degree in information technology, Computer Science, Business Administration, Logistics, Operations Management, or a related field.
Minimum 3 years of experience in IT support, operations, logistics, inventory control, asset management, warehouse management, or administrative functions.
Experience with international NGOs, humanitarian organizations, donor-funded projects, or international organizations is highly desirable.
Proven experience providing IT support across multiple locations, including remote troubleshooting.
Knowledge of asset tracking, inventory management, warehouse documentation, and procurement support.
Experience coordinating with IT service providers, internet service providers (ISPs), equipment vendors, and security system providers.
Familiarity with MySQL, MS SQL Server, and MS Access.
Strong problem-solving, analytical, communication, and organizational skills.
Ability to work independently, manage multiple priorities, and maintain high standards of professionalism when engaging with staff, partners, NGOs, and government entities.
Demonstrated initiative, leadership, versatility, and integrity.
Fluency in Arabic is essential, with a high level of professional proficiency in English, both written and spoken.
