Description
In the Philippines, IMC has supported communities affected by natural disasters such as typhoons, earthquakes, and floods.Its interventions have included emergency medical care, distribution of hygiene kits and non-food items, and rehabilitation of damaged health facilities. IMC’s work emphasizes rapid response, resilience building, and close collaboration with local government units (LGUs) to ensure aid reaches those most in need.
The Emergency Voucher Program of IMC aims to provide timely, transparent, and accountable assistance to vulnerable families. By leveraging digital voucher systems (QR code hosting or alternatives), the program ensures efficiency, fraud prevention, and donor confidence. It is aligned with humanitarian principles and integrates the Anticipatory Action (AA) Framework, which emphasizes preparedness, early warning, and proactive interventions. Importantly, the AA Framework will be embedded into IMC’s Voucher Program Framework, ensuring that voucher assistance is not only reactive but also anticipatory—helping communities prepare for and reduce the impact of future emergencies.
Purpose of the Position
The Emergency Voucher Program Officer will lead the operational implementation of the voucher system, ensuring smooth coordination among stakeholders, accurate beneficiary management, and compliance with donor requirements. The Officer bridges program design with field execution, guaranteeing that beneficiaries receive timely support and that data is managed securely. This role is critical in maintaining program integrity and ensuring humanitarian assistance reaches those most in need.
Key Responsibilities
Program Implementation: Plan, coordinate, and oversee voucher distribution across barangays in selected project sites, ensuring equitable access and timely delivery.
Beneficiary Management: Supervise registration and validation processes, maintain accurate databases, and ensure that only eligible families receive assistance.
System Oversight: Support the development of IMC’s eVoucher system, manage and troubleshoot digital voucher portal or platform, ensuring smooth operations, fraud prevention, and secure data handling in compliance to government’s data privacy policy.
Stakeholder Coordination: Collaborate closely with the ProgramManager, M&E Officer,Logistics & Procurement team, and LGU partners to ensure seamless program delivery.
Monitoring & Reporting: Support the M&E Officer in tracking voucher redemption, analysing program data, and contribute in preparing donor reports that highlight impact and compliance.
Capacity Building: Conduct training sessionsfor suppliers and LGU partnerson voucher processes, accountability standards, and system use.
Humanitarian Standards: Ensure all activities adhere to humanitarian principles and integrate anticipatory action measures into the IMC Voucher Program Framework.
Risk Management: Identify operational risks (e.g., duplication, delays, system errors)and propose mitigation strategies to adapt to evolving emergency contexts.
Donor Engagement: Assist in donor reporting, audits,and visibility requirements, ensuring transparency and showcasing program impact.
Qualifications
Considerable experience in humanitarian response operations, preferably in cash or voucher assistance programs.
Strong knowledgeof the Anticipatory Action (AA) Framework, with the ability to integrate AA principles into IMC’s VoucherProgram Framework to strengthen preparedness and early action.
Background in Information Technology, with skills in managing digital systems, databases, and secure hosting environments.
Proven abilityto manage programdata, reporting, and compliance requirements.
Excellent organizational, communication, and stakeholder engagement skills.
Ability to work under pressure and adapt to fast-changing emergency contexts.
Deliverables
A verified and accurate beneficiary database.
Monthly progress reports detailing voucher distribution and redemption rates.
A final program report summarizing monitoring data, lessons learned,and recommendations for future interventions.
Documentation of training sessions,stakeholder coordination meetings,and risk mitigation measures.
Development of a localized IMC Philippines VoucherSystem/Framework that:
Builds on IMC’s global voucher systems tandards.
Integrates principles from the Anticipatory Action (AA) Framework.
Adapts to the Philippine context,ensuring relevance to local LGUs,suppliers, and communities.
Serves as a model for future voucher-based humanitarian interventions in the country.
