Role Purpose

The Programme Manager oversees programme quality, safeguarding, partnerships, and operational coordination for IHA's work in Greece while contributing to strategic development. Approximately 60% of the role is dedicated to programme management, HR, and operational coordination, and 40% to fundraising.

Reporting Line

Reports to the Operations Director. Works closely with the Greece Management Team, Finance Team, and Board Member responsible for Fundraising in an advisory capacity.

Key Responsibilities

Operations (60%)

Safeguarding and Human Resources

Act as Designated Safeguarding Lead for the Greece team
Oversee adherence to and development of organisational policies
Manage recruitment process for manager positions, overseeing all parts of recruitment process with support from the Operations Director and in line with safer recruitment guidelines
Manager onboarding in coordination with the Operations Director and Greece Management Team
Programmes

Monitoring and evaluation – develop and implement M&E tools, prepare internal and external reports
Ensure safety and security of projects and teams through risk assessments
Support Project Managers in designing and implementing projects aligned with organisational strategy, policies, budgets, and donor requirements, with support from the Operations Director
Partnerships and Representation

Act as focal point for local, regional, European, and international partners together with the Operations Director when required
Maintain and develop strategic partnerships, including corporate partners
Represent IHA externally in programme and donor-related contexts, together with the Operations Director when required
Manage tasks assigned by the Operations Director related to partnership agreements and external reporting
Administration and Operations Support

Oversee organisation’s properties including maintenance and coordinating repairs
Bill payments
Support contract renewals and legal and accounting processes related to the Greece branch, as assigned by Operations Manager
Fundraising (40%)

Support the development and implementation of organisation’s fundraising strategy

Review and formalise the organisation's existing fundraising approach into a clear, practical framework that covers donor identification, cultivation, proposal development, and reporting cycles with support of Operations director
Support the Operations Director in developing a fundraising plan that reflects the organisation's capacity, programme priorities, and growth ambitions
Help establish consistent processes and tools for tracking funding pipelines, deadlines, and donor engagement across the team
Identifying new fundraising opportunities

Proactively map and monitor funding opportunities from corporate partners, private and family foundations, individual donors, and EU institutional funders
Maintain an up-to-date funding pipeline, tracking open calls, eligibility criteria, deadlines, and strategic fit with the organisation's work
Present funding opportunities to the Operations Director with a clear assessment of relevance, requirements, and recommended next steps
Actively researching and cultivating relationships with prospective corporate partners, foundations, and institutional funders
Grant and donor management

Lead the writing of funding proposals and cases for support, ensuring the narrative is compelling, accurate, and aligned with donor priorities and organisational strategy
Develop project budgets in collaboration with the Operations Director and Board where relevant, ensuring figures are realistic, compliant, and reflect true programme costs
Coordinate input from Project Managers to ensure proposals are grounded in operational reality and reflect current programme evidence
Submit finalised proposals to the Operations Director for review and sign-off before submission; liaise with donors during the process and involve the Operations Director in donor communications as needed
Writing of News letters with support of Operations Director.
Support the Operations Director in maintaining regular communication with existing corporate partners, foundations, individual donors, and institutional donors (including EU institutions), through timely updates, check-ins, and meaningful relationship touchpoints
Prepare donor stewardship materials including impact updates, tailored progress reports, and programme highlights suited to each donor type and their reporting expectations
Draft personalised correspondence including thank-you communications, funding acknowledgements, and follow-up notes following meetings or site visits
Coordinate donor meetings, calls, and visits — preparing briefing notes, agendas, and follow-up actions in collaboration with the Operations Director, who joins donor communications as needed
Maintain accurate and up-to-date donor records, tracking all communications, relationship history, commitments, and next steps
Lead donor reporting and compliance, with input from relevant managers

Applicant Profile

Essential:

Willing to relocate to Thessaloniki, Greece
At least 3 years of experience in team/project management within a humanitarian aid project
Ability to set priorities and think strategically across the short, medium and long term
Able to spot opportunities for growth and quality improvement, able to solve challenges and create solutions
Strong written and verbal communication skills with an excellent command of English
Greek language skills (as required for written and verbal communication with landlords, repair technicians, accountants, lawyers and the local community)
Strong independent work ethic and hands-on mentality
Excellent problem-solving, analytical and decision-making skills
Highly motivated and passionate about IHA’s work
Strong interest and understanding of the refugee/humanitarian context in Greece
Strong interpersonal, relationship management and negotiation skills
Adept at working in variable context, comfortable with unpredictability and change
Well-developed computer skills, digital problem solver
To maintain organisational stability we are looking for a commitment of at least 6 months. Preference will be given to candidates who are able to commit for longer
Must be eligible to legally reside and work in Greece (we are not able to sponsor visas)
Driving licence (class B) valid in Greece. Confident driving regularly a 7-seater or a van

Rolling month by month contract
€950-€1150 gross salary (dependent on experience)
40-hour work week (Monday-Friday)
25 days annual leave, in addition to public holidays
